What services are provided on the Dedicated Data Transfer Network in Vietnam from June 1, 2023?

Pursuant to Clause 1 Article 6 of the Decision 8/2023/QĐ-TTg in 2023 stipulating services provided on the Dedicated Data Transfer Network in Vietnam as follows:

Services and Applications

1. Services provided on the dedicated data transmission network include:

a) Virtual private network service;

b) Video conferencing services;

c) Specialized Internet access services provided to the Office of the Central Committee of the Party, the Office of the President, the Office of the Government, the Office of the National Assembly, and the Party agencies at the central level;

d) Other services as prescribed by the Ministry of Information and Communications.

2. Applications on Dedicated Data Transfer Network include:

a) Applications serving Party agencies;

b) Applications serving e-Government, Digital Government;

c) Applications serving the National Assembly;

d) Applications serving the direction and administration of the Government and the Prime Minister;

dd) Other applications serving Party and State agencies.

Thus, there are 03 services provided on the Dedicated Data Transfer Network, including:

- Virtual private network service;

- Video conferencing service;

- Specialized Internet access services provided to the Office of the Party Central Committee, the Office of the President, the Office of the Government, the Office of the National Assembly, and the Party agencies at the central level;

Note: Decision 8/2023/QD-TTg in 2023 takes effect from June 1, 2023.

What are regulations on service quality that the Dedicated Data Transfer Network in Vietnam must satisfy?

Pursuant to Article 9 of the Decision 8/2023/QĐ-TTg in 2023 stipulating service quality of the Dedicated Data Transfer Network in Vietnam as follows:

Quality

1. The Dedicated Data Transfer Network services must meet the requirements of technical quality criteria and service quality criteria as prescribed by the Ministry of Information and Communications.

2. The Dedicated Data Transfer Network must ensure continuous service provision 24 hours a day and 07 days a week, including holidays and Tet.

3. The Dedicated Data Transfer Network must be regularly checked, reviewed and evaluated and upgraded to ensure service quality.

Thus, the Dedicated Data Transfer Network must ensure service quality by:

- Providing continuous service 24 hours in 01 day and 07 days in a week, including holidays and Tet.

- Being checked, reviewed and evaluated regularly, upgraded.

What are regulations on connection of the Dedicated Data Transfer Network in Vietnam?

Pursuant to Article 7 of the Decision 8/2023/QĐ-TTg in 2023 stipulating connection of the Dedicated Data Transfer Network in Vietnam as follows:

- Components of the dedicated data transmission network are connected to each other by channel infrastructure ensuring redundancy for connections in the backbone network and from the backbone to the level I access network.

- Agencies and organizations using services connected to each other through the backbone network include:

+ Party and State agencies, Vietnam Fatherland Front and member socio-political organizations at the central level; Provincial Party Committees, Party Committees, People's Councils and People's Committees of provinces and cental-affiliated cities specified in Appendix I to this Decision.

+ Party, State, Vietnam Fatherland Front agencies and local member socio-political organizations specified in Appendix II issued together with this Decision.

- The Dedicated Data Transfer Network is connected with other telecommunications networks and information systems to serve e-Government and digital government.

- Ensure unification of IP addressing and routing resources.

What are regulations on organization and management of the Dedicated Data Transfer Network in order to maintain service connection in Vietnam?

Pursuant to Clause 2 Article 5 of the Decision 8/2023/QĐ-TTg in 2023 stipulating organization and management of the Dedicated Data Transfer Network in order to maintain service connection in Vietnam as follows:

Organization, management, operation

1. The Dedicated Data Transfer Network with connection range from central to commune level provides services to agencies specified in Clauses 1 and 2, Article 2 of this Decision.

2. The Dedicated Data Transfer Network are organized and managed as follows:

a) The backbone network is directly managed by the Central Post Office, including: three regional centers, three urban networks and gateways in Hanoi, Da Nang and Ho Chi Minh City; three backup centers; provincial centers and gateways in provinces and central-affiliated cities;

b) Access network: Level I access network is directly managed by the Central Post Office and operated through centralized management systems and platforms at the network operation center to provide services to agencies specified in Clause 1, Article 2 of this Decision; Level II access network is directly managed and operated by the specialized information technology unit of a ministry, branch or locality or hires a telecommunications enterprise to provide services to the agencies specified in Clause 2, Article 2 of this Decision;

c) The network operation center in Hanoi and three network operation and exploitation centers in Hanoi, Da Nang and Ho Chi Minh City are directly managed and operated by the Central Post Department.

Thus, in order to maintain the service connection, the Dedicated Data Transfer Network is organized and managed as follows:

- The backbone network is directly managed by the Central Post Office, including: three regional centers, three urban networks and gateways in Hanoi, Da Nang, and Ho Chi Minh City; three backup centers; provincial centers and gateways in provinces and central-affiliated cities;

- Access network: Level I access network is directly managed by the Central Post Office and operated through centralized management systems and platforms at the network operation center to provide services to agencies such as: :

+ Party and State agencies, Vietnam Fatherland Front and member socio-political organizations at the central level;

+ Provincial Party Committee, City Party Committee, People's Council, People's Committee of provinces and centrally run cities.

Level II access networks are directly managed and operated by specialized information technology units of ministries, branches or localities, or hired by telecommunications enterprises to provide services to agencies such as Party and State agencies. Vietnam Fatherland Front and local member socio-political organizations.

- The network operation center in Hanoi and three network operation and exploitation centers in Hanoi, Da Nang and Ho Chi Minh City are directly managed and operated by the Central Post Department.
