In section 1, Appendix 2a, Appendix 2 issued together with Circular 24/2020/TT-BTTTT regulates process for commissioning of technical infrastructure systems of investment projects funded by the state budget as follows:
The test operation carried out by the contractor includes the following main steps:
a) Prepare a trial operation plan for the purpose of determining the contents, requirements, time, roles and responsibilities of the parties in the trial operation process from the trial operation planning stage to completion.
b) Develop a test operation scenario to serve as a basis for the test operation process.
c) Set up a test operation environment, determine the conditions and environment for the test operation process based on the functions and technical features that need to be tested.
d) Perform trial operation:
- Perform single-level test operation. The single-function device level is the most basic level and the device only needs to be powered and control software installed (if any).
- Perform system level test operation. The system level can only be tested after the single dynamic level test is considered satisfactory. System level commissioning is usually performed after the device is configured, system parameters are set, commercial software is installed, and the device is connected and integrated with other technical infrastructure components. related to the detailed design and trial operation scenario approved by the investor.
d) Prepare a report on test operation results.
