What is implementation of plan of the Ministry of Information and Communications to develop the national digital platform in Vietnam? 

Pursuant to Item a, Subsection 1, Section IV, Article 1 of Decision 186/QD-BTTTT in 2022 stipulating plan of the Ministry of Information and Communications to develop the national digital platform (Plan of the Ministry of Information and Communications) as follows:

- Based on the list of national digital platforms in the Appendix to this Decision, the focal point of the Ministry of Information and Communications shall coordinate with the unit in charge of digital transformation/information technology of the governing agency and The relevant specialized units shall prepare a plan of the Ministry of Information and Communications to develop a national digital platform for each platform to submit to the Ministry's leadership for approval.

- The plan of the Ministry of Information and Communications should clearly define the following basic contents:

+ Specific year-by-year plans, clearly defining goals, evaluation criteria, tasks and results to be achieved each month. The content of the Plan includes specific tasks specified in this Decision and other related tasks aimed at developing the national digital platform.

+ Objectives of platform development, scope and main audience using national digital platforms (suitable for each development stage);

+ Basic requirements and criteria for the national digital platform to best serve the digital transformation, development of digital government, digital economy and digital society for industries, fields and countries;

+ Roadmap for foundation construction and implementation plan to put the platform into use after completion of construction;

+ The plan to review and standardize the operation process to suit the platform; fostering and supplementing relevant knowledge and skills; and transfer and provide guidance to agencies, organizations and individuals that are subject to platform users;

+ Develop a cooperation agreement between the governing body, the Ministry of Information and Communications and core businesses in promoting the development and use of the national digital platform. Regularly review, edit and supplement cooperation agreements between the parties with core enterprises to develop the platform;

+ Propose policies and solutions to accelerate the development and put the digital platform into use, promote the widespread use of the national digital platform assigned in the industry and field, and expand nationally and internationally;

+ Determine the mechanism for action coordination, the plan to establish the interdisciplinary working groups and groups between the governing body, the Ministry of Information and Communications and related units to build, develop and put into use and disseminate the platform.

What are regulations on Governing Body's plan to develop the national digital platform in Vietnam?

According to Item b, Subsection 1, Section IV, Article 1 of Decision 186/QD-BTTTT in 2022 stipulating the Governing Body's plan to develop the national digital platform (the Governing Body's plan) as follows:

- Based on the list of national digital platforms in the Appendix to this Decision, the unit in charge of digital transformation/information technology of the governing body shall base itself on the list of national digital platforms in the Appendix attached to the Decision. this Decree, coordinate with the focal point of the Ministry of Information and Communications and relevant specialized units to carry out the planning task of the governing body to develop a national digital platform for each platform to submit to the Government. Approved by the head of the governing body.

- The plan of the executing agency needs to clearly define the basic contents like the plan of the Ministry of Information and Communications at point a, of this clause, in addition, it is necessary to clarify some of the following contents:

+ The plan to develop the national digital platform in one of the following forms: (1) the governing body will set up a construction investment project and assume the prime responsibility for the management and operation of the platform; or (2) the governing body will place an order for one or several enterprises to build the platform and maintain and operate it, and the governing body commits to use the platform in the form of a service lease when the platform is completed. to meet the set requirements; or (3) a combination of both options above;

+ Determine the total appropriate investment resources, including public investment, enterprise investment and other investment sources to build the foundation, put the platform into use, maintain operation, upgrade, continuous update, platform optimization, medium and long-term expansion development (calculation of development and use in the industry, field and nationwide expansion, international orientation) and other costs;

+ Designate a focal point of the governing body and assign specific responsibilities to relevant agencies and units for research, development, putting into use, and dissemination and replication of the platform.

c) In case the digital platform is managed by the Ministry of Information and Communications , the two plans mentioned in Points a and b of this Clause shall be unified in one plan of the Ministry of Information and Communications.

What are development and promotion of the use of national digital platforms as focal point of the Ministry of Information and Communications in Vietnam? 

At Item a, Subsection 2, Section IV, Article 1 of Decision 186/QD-BTTTT in 2022, stipulating development and promotion of the use of national digital platforms as focal point of the Ministry of Information and Communications is as follows:

- Based on the list of national digital platforms in the Appendix to this Decision and the Plan of the Ministry of Information and Communications to estimate the budget and implement the tasks as planned;

- Closely coordinate with the focal point of the governing body and core businesses to implement; Report on the establishment of an interdisciplinary working group or committee if necessary; Implement coordination mechanisms, regularly exchange, meet and work to promote progress;

- Supervising and urging core enterprises to perform their tasks;

- Report the performance results to the Leader in charge on a monthly, quarterly, 6-monthly, yearly basis and ad hoc when any arise, and send it to the general coordinating agency for synthesis.
