What is code of postage stamps?

Pursuant to Article 27 of the Circular 25/2021/TT-BTTTT (takes effect from 01/03/2022) stipulating codes of postage stamps in Vietnam as follows:

- Vietnamese postage stamp codes contain a combination of symbols which help with identifying the stamps, stamp blocks and are decided by the Ministry of Information and Communications.

- Vietnamese postage stamp codes must:

+ Ensure scientific, continuous, stable, and unrepeatable properties;

+ Conform to guidance of Universal Postal Union and international practice.

- Vietnamese postage stamp codes shall be granted in order to stamp sets issued in a year and definitive stamps which are re-printed or changed in terms of color or denominations.

- Organizations and individuals engaging in postage stamp activities are encouraged to use Vietnamese postage stamp codes.

- Worldwide postage stamp codes

+ The VPC is responsible for registering for participation in the international philatelic code system of the Universal Postal Union;

+ The VPC shall submit Vietnamese postage stamp to the International Bureau of the Universal Postal Union as per the law when participating in the international philatelic code system.

What are regulations on exchange of postage stamp in Vietnam?

Pursuant to Article 28 of the Circular 25/2021/TT-BTTTT (takes effect from 01/03/2022) stipulating exchange of postage stamp in Vietnam as follows:

- Exchange postage stamps with the Universal Postal Union

+ The VPC shall submit Vietnamese postage stamps for professional exchange to member states of the Universal Postal Union and other international organizations;

+ Ministry of Information and Communications shall receive, preserve, and store postage stamps of member states of the Universal Postal Union.

- The exchange of postage stamps with other countries must be made on the basis of written agreement on cooperation signed by the parties.
