What are regulations presentation and approval of draft design of postage stamps in Vietnam?

Pursuant to Article 11 of the Circular 25/2021/TT-BTTTT (takes effect from 01/03/2022) stipulating presentation and approval of draft design of postage stamps in Vietnam as follows: 

- The VPC shall request the Ministry of Information and Communication to approve the draft design in April and September annually.

- Documents presenting the draft design consist of:

+ Reports on draft design of stamp sets;

+ At least 3 draft designs of at least 2 creators with distinctive contents and style.

+ Presentation regarding idea, materials, and documents.

- Name of stamps in the draft design must contain the following:

+ Commemorative stamps for a Vietnamese person shall be named as follows: Title, name of the person, year of birth, and year of death.

Example: Đô đốc Giáp Văn Cương (1921-1990) (Admiral Giap Van Cuong (1921 - 1990))

+ Commemorative stamps for a foreign person shall be named as follows: Name of the person, year of birth, and year of death.

Example: Nelson Mandela (1918-2013)

+ Thematic stamps with flora and/or fauna theme shall be named: After scientific name of said flora and/or fauna.

+ Stamps containing a work of art shall be named as follows: Name of the work, name of the creator, year of birth and year of death of the creator.

- Ministry of Information and Communications shall consult the National Postage Stamp Advisory Council regarding the draft designs of postage stamps and select.

What are regulations presentation and approval of official design of postage stamps in Vietnam?

Pursuant to Article 12 of the Circular 25/2021/TT-BTTTT (takes effect from 01/03/2022) stipulating presentation and approval of official design of postage stamps in Vietnam as follows: 

- The VPC shall finalize draft design that satisfies content, imagery, and technical requirements

- Official design must be presented for approval at least 3 months prior to issuing date, unless otherwise decided by the Ministry of Information and Communication.

- Documents presenting official design for approval consist of:

+ Written request of the VPC;

+ Draft design;

+ Official design specified under Appendix 1 attached hereto;

+ Propose denomination;

+ Materials, documents, and images used for designing the stamps; presentation for the idea;

+ Documents of domestic or foreign competent authorities permitting the VPC to use materials, documents, images, and symbols shown on the stamp design;

+ Commitment regarding author’s rights for postage stamp designs confirmed by the VPC;

+ Presentation for revised, added contents;

+ Written confirmation of competent authorities and specialized authorities relating to contents shown on the postage stamp design;

+ Technical requirements for printing postage stamps.

- Request for definitive stamp reprint

+ Written request of the VPC;

+ Official design in case color and/or denomination is changed;

+ Technical requirements for printing postage stamp in case the color is changed;

- Within 10 days from the date on which documents satisfying requirements under Clause 3 and Clause 4 of this Article are received, the Ministry of Information and Communications shall appraise and approve the official design for printing.

- In case documents presenting official design do not satisfy requirements under Clause 3 or Clause 4 of this Article, within 5 working days from the date on which the Ministry of Information and Communications receives the documents, the Ministry shall request revision of the documents in writing. Within 10 working days from the date on which the written request for revision is received, the VPC is responsible for revising the documents.
