What are regulations on the network security force in ensuring network security in Vietnam?

Pursuant to Article 16 of the Regulation on ensuring network information safety and network security promulgated together with the Decision 1760/QD-BKHCN in 2022 stipulating the network security force in ensuring network security in Vietnam as follows:

1. The Cybersecurity Protection Force of the Ministry of Science and Technology is located at the High Technology Department and the Information Technology Center.

2. Agencies and units with important national security information systems shall have to arrange cyber security forces to protect the important national security information systems.

3. Organizations and individuals shall be mobilized to participate in cybersecurity protection.

What are responsibilities of organizations related to ensuring network information safety and network security in Vietnam?

Pursuant to Article 17 of the Regulation on ensuring network information safety and network security promulgated together with the Decision 1760/QD-BKHCN in 2022 stipulating responsibilities of the Information Technology Center in Vietnam as follows:

1. Perform the responsibilities assigned in this Regulation.

2. Guide the implementation of this Regulation and related regulations of the State.

3. Monitor, urge and inspect the implementation of the contents of this Regulation.

4. Assume the prime responsibility for/coordinating with the Department of High Technology in guiding and supporting agencies and units in the work of ensuring information safety and network security.

5. Assume the prime responsibility for/coordinating with the Department of High Technology in formulating plans and reports on cyberinformation security and cyber security of the Ministry of Science and Technology.

6. Ensure information safety and security for the Ministry's shared information systems and databases.

Pursuant to Article 18 of the Regulation on ensuring network information safety and network security promulgated together with the Decision 1760/QD-BKHCN in 2022 stipulating responsibilities of the units under the Ministry in Vietnam as follows:

1. Perform the responsibilities assigned in this Regulation.

2. Organize the implementation of this Regulation at the unit.

3. Make reports according to regulations, send them to the Information Technology Center to summarize and report to the Ministry.

4. Develop and implement Regulations/rules to ensure information safety and security at the unit to ensure compliance with this Regulation and specific requirements of the unit.

5. Manage information technology equipment and cadres, civil servants, public employees and employees according to Articles 5 and 6 of this Regulation.

6. For the Departments of the Ministry: Coordinate with the Information Technology Center to ensure information safety and security for the information systems, the shared database of the Ministry and the information systems developed by the management units

Pursuant to Article 19 of the Regulation on ensuring network information safety and network security promulgated together with the Decision 1760/QD-BKHCN in 2022 stipulating responsibilities of the specialized information security unit in Vietnam as follows:

1. Perform the responsibilities of the unit in charge of information security as prescribed in this Regulation and the tasks assigned by the information system owner.

2. Closely coordinate with the technical departments of the information system operating unit in ensuring information security in all stages related to the information system.

Pursuant to Article 20 of the Regulation on ensuring network information safety and network security promulgated together with the Decision 1760/QD-BKHCN in 2022 stipulating responsibilities of information system owners in Vietnam as follows:

1. Perform the responsibilities of the information system-managing unit as prescribed in this Regulation.

2. Direct and assign units operating information systems to implement information security assurance in all stages related to information systems.

Pursuant to Article 21 of the Regulation on ensuring network information safety and network security promulgated together with the Decision 1760/QD-BKHCN in 2022 stipulating responsibilities of information system operators in Vietnam as follows:

1. Perform the responsibilities of the information system operator according to the provisions of this Regulation and the tasks assigned by the information system owner.

2. Direct and assign technical departments of the unit (application management; data management; information system operation; deployment and technical support) to deploy information security. information in all stages related to information systems.

What are individuals' responsibilities related to ensuring network information safety and network security in Vietnam?

Pursuant to Article 21 of the Regulation on ensuring network information safety and network security promulgated together with the Decision 1760/QD-BKHCN in 2022 stipulating individuals' responsibilities as follows:

1. Heads of units subject to the application of this Regulation have the responsibility to: disseminate to each cadre, civil servant, public employee and employee of the unit; regularly inspect the implementation of this Regulation at the unit; take responsibility before the law and the leadership of the Ministry of Science and Technology for violations and loss of confidential information and data under the management of the unit due to failure to organize, direct and inspect the unit's staff. you comply with the regulations.

2. Cadres, civil servants, public employees, employees of the Ministry of Science and Technology, units under the Ministry and other units subject to the application of regulations have the responsibility: to comply with the Regulation; notify unusual issues related to information security to the unit, the division in charge of network information security of the unit; take responsibility before the law and the leader of the unit for violations, loss of confidential data of the science and technology industry due to non-compliance with the Regulations.
