What are regulations on processing and disposal of postage stamps in Vietnam? Thank you!
Pursuant to Article 23, 24, 25 and 26 of the Circular 25/2021/TT-BTTTT (takes effect from 01/03/2022) stipulating processing and disposal of postage stamps in Vietnam as follows:
Suspension from publication and circulation of postage stamps in Vietnam
- The Ministry of Information and Communications shall decide on suspension from publication upon discovering any error or suspecting any error in the stamp design being printed.
- The Ministry of Information and Communications shall decide on suspension from circulation upon discovering any error or suspecting any error relating to the issued stamp sets.
Appraisal of postage stamps suspended from publication and suspended from circulation in Vietnam
The Ministry of Information and Communications shall appraise and assess level of error relating to stamp design, stamp set, and decide to:
- Continue printing stamp designs, stamp sets suspended from publication.
- Continue making available, trading, and circulating stamp designs, stamp sets suspended from circulation.
- Dispose stamp designs, stamp sets with serious errors.
Disposal of postage stamps in Vietnam
- Postage stamp disposal shall be implemented when:
+ Stamp designs, stamp sets contain serious error(s) in accordance with decisions of Ministry of Information and Communication under Clause 3 Article 24 hereof;
+ Availability period of postage stamps expires as per the law;
+ Printed postage stamps are related to an event that has been cancelled or not organized.
- Entitlement to decide on postage stamp disposal:
+ The Ministry of Information and Communications shall decide to dispose postage stamp and assign the VPC to implement in accordance with Clause 1 of this Article;
+ The VPC shall decide to dispose postage stamps in accordance with Clause 2 Article 16 hereof.
- The disposal of postage stamps shall be implemented at least once per year.
- Procedures for postage stamp disposal
+ Recall postage stamps for cases under Clause 1 of this Article and Clause 2 Article 16 hereof;
+ Organize statistic reports, seal stamps, produce reports, and propose solutions to the Ministry of Information and Communications;
+ Organize postage stamp disposal via the Council for postage stamp disposal and submit reports on disposal results to the Ministry of Information and Communications within 30 days after finishing the disposal.
Council for postage stamp disposal in Vietnam
- Composition of the Council:
+ The Council for postage stamp disposal under Clause 1 Article 25 of this Circular consists of: Representative of the VPC (Chairperson), representatives of Ministry of Information and Communications and police authority;
+ The Council for postage stamp disposal under Clause 2 Article 16 hereof consists of: Representative of the VPC (Chairperson), representatives of police authority, and entities that print stamps.
- The Council for postage stamp disposal is responsible for inspecting, supervising the disposal of postage stamps within their competence, and ensuring absolute safety and security.
