Pursuant to Article 17, 18 and 19 of the Circular 25/2021/TT-BTTTT (takes effect from 01/03/2022) stipulating postage stamp issuance in Vietnam as follows:
Postage stamp issuance
The Ministry of Information and Communications shall decide on issuance of a set of postage stamp with the following information:
- Code of the stamp sets, sample of the stamp sets, stamp block (if any); name of the stamp sets, the stamps, and the stamp block (if any).
- Number of issued postage stamps and stamp blocks (if any); denomination of postage stamp and stamp block (if any).
- Technical requirements.
- Date of issue; date of provision of postage stamp and other relevant details.
Special issue of postage stamp
- The Ministry of Information and Communications shall decide on special issue and location of Special issue ceremony in order to introduce and announce the issue of a postage stamp set.
- Entities assigned to organize the Special issue ceremony are responsible for, at least 15 days prior to the day of the ceremony, presenting the following information to the Ministry of Information and Communications for approval:
+ Program and script of the ceremony; list of expected guests;
+ Design: Ceremony backdrop, special stamp, first date cover, and special issue cover;
+ Other relevant contents.
- Preparation for the Ceremony:
+ Decorate Ceremony venues: Backdrop of the Ceremony must be in Vietnamese and designed to suit available area and space of the venues while conforming to form under Appendix 2 attached hereto. If the Ceremony involves foreign factor(s), additional appropriate language(s) are allowed;
+ Publicize and introduce the stamp set in the ceremony on mass media and other appropriate methods;
+ Enlarged stamp, stamp block photos for introducing the stamp set or signing in the Ceremony; special seals; special issue cover shall conform to guidelines under Appendix 3 attached hereto;
+ Special printed matters relating to the postage stamp set.
- The Ceremony:
+ Receptionists, ceremony attendants;
+ Introduction and announcement on issuance of postage stamp set by representatives of Ministry of Information and Communications;
+ Signing of special issue cover, sealing of the first issue date, appending of commemorative signatures on enlarged stamp photos.
Storage of special seals and special issue cover
- The storage of special seals and special issue cover shall be implemented as follows:
+ The Ministry of Information and Communications shall store 2 special seals and 1 special issue cover;
+ Entities cooperating in organizing the Ceremony shall store 1 special issue cover;
+ Entities assigned to organize the Ceremony shall store 1 special issue cover;
+ The Post Museum shall store 2 special seals and 1 special issue cover.
- Entities organizing the Ceremony are responsible for handing the special seals and special issue cover to entities mentioned under Point a, b, and d Clause 1 of this Article within 5 working days following the date of issue. The handover shall be made into records which bear signatures of the parties.
