- Cyberinformation security enterprises:

+ Shift from breadth to depth: focus on developing 3-5 key products with national brands. Developing products and services to ensure the safety of people in the network environment.

+ Shift from large and specialized products to universal products: "popularization" of cyberinformation security products, serving people and households.

+ Develop telecommunications services, Internet, and secure digital platform services: network information security services are integrated into telecommunications, Internet, and digital platform services.

- Ministry of Information and Communications

+ Support the development of 02 main groups of cyberinformation security enterprises:

. A group of large enterprises has the potential to play a leading role in the market.

. A group of creative start-ups has excellent ideas and solutions.

+ Direct and promote the establishment of a national center for research, development and testing of cyberinformation security products and services at large ICT enterprises.

+ Promote the implementation of Security as a Service.

Pursuant to Point c, Subsection 8, Section IV, Article 1 of Decision 964/QD-TTg in 2022 stipulating as follows:

c) Building a cybersecurity industry with advanced cybersecurity technologies, products and services

- Promote and transfer intellectual property technology on network security.

- Build a network of technology services on network security. Form organizations for assessment, appraisal, assessment and valuation of network security technology and intellectual property, consulting and brokering technology transfer on network security.

- Form a network of technology transfer in cybersecurity, capable of finding and identifying technologies and partners, analyzing market needs, and linking needs between developers and technology users.

- Pilot the establishment of a venture capital fund to support start-ups and new cybersecurity technology projects. There are policies to mobilize private and corporate venture capital.

- Form leading enterprises in cyber security technology, products and services, capable of researching, manufacturing and manufacturing network security products and services, focusing on 02 groups: group of enterprises has great potential and potential, has the ability to embark on research and manufacture of network security products and services and a group of start-ups, has high-quality, creative human resources and has excellent solutions, in line with practice.

- Implement the Project "Training and developing information security human resources in the period of 2021 - 2025"; research and propose plans to promote activities in this field in the period 2026 - 2030.

- Develop a team of excellent experts in cyberinformation security to solve the country's difficult problems.

- Develop and link information security human resources in digital technology enterprises and network information security enterprises.

- Guide and promote the implementation of regulations on network information security skills.

- Promptly commend and reward agencies, organizations, enterprises and individuals who have contributed to national cyberinformation security.
