What are regulations on classification of age groups for online video games in Vietnam?

Based on Article 38 of Decree 147/2024/ND-CP on the classification of online video games by player age:

Article 38. Classification of online video games by player age

  1. Online video games are classified by ages as follows:

a) Online video games for players aged 18 and above (denoted as 18+) are games without sexually explicit activities, images, sounds, languages, or dialogues; for games with adversarial, combat activities, close-up images of weapons and human-like character models may be used;

b) Online video games for players aged 16 and above (denoted as 16+) are games without sexually explicit activities, images, sounds, languages, dialogues, or close-ups drawing attention to sensitive body parts; for games with adversarial activities, there should be no images or activities depicting violence;

According to the above regulation, online video games are classified by age as follows:

[1] Online video games for players aged 18 and above (denoted as 18+) are games without sexually explicit activities, images, sounds, languages, or dialogues.

For games with adversarial, combat activities, close-up images of weapons and human-like character models are utilized.

[2] Online video games for players aged 16 and above (denoted as 16+) are games without sexually explicit activities, images, sounds, languages, dialogues, or close-ups drawing attention to sensitive body parts.

For games with adversarial activities, there should be no images or activities depicting violence.

[3] Online video games for players aged 12 and above (denoted as 12+) are games without activities, images, sounds, languages, dialogues, or characters dressed scantily, sexually explicit content, or close-ups drawing attention to sensitive body parts.

For games with adversarial activities, only animated character models are used, either simulating or not simulating real people, or using combat equipment and means without the presence of human-like character models during gameplay, using weapons depicted in animations and weapons that are not shown in close-ups; sound effects of weapons clashes in combat are moderated.

[4] Online video games for players of all ages (denoted as 00+) are animated-type simulation games; no adversarial activities with weapons; no ghostly, horror, violent images, or sounds; no activities, sounds, languages, dialogues, or character images dressed scantily or sexually explicit, or close-ups drawing attention to sensitive body parts.

What are regulations on classification of online video games in Vietnam?

Based on Article 37 of Decree 147/2024/ND-CP, online video games are classified as follows:

- Online games that involve interaction between multiple players simultaneously through the game server system of the enterprise (shortened as G1 games)

- Online games that involve interaction solely between the player and the enterprise’s game server system (shortened as G2 games)

- Online games that involve interaction between multiple players but do not involve interaction between players and the enterprise’s game server system (shortened as G3 games)

- Online games downloaded via the network, without interaction between players or between players and the enterprise’s game server system (shortened as G4 games)

Note: For newly emerging types of online video games that do not fall into the above categories, the Ministry of Information and Communications will advise and propose management measures for the Prime Minister of Vietnam to consider and decide.

What information must an enterprise’s online video game service introduction website in Vietnam display?

Based on Clause 2, Article 54 of Decree 147/2024/ND-CP, enterprises providing online video game services in Vietnam must display the following information on their service introduction website:

- Classification of video games by player age for each game

- Rules of each game (including fee collection from players)

- Regulations on content management, information, and management of game activities

- Rules for resolving complaints and disputes arising between players and enterprises or between players

- Display of enterprise information including: Enterprise name; business address; contact phone number; Business License/Certification/Confirmation/Release Decision number; linked code segment to the licensing data section on the Ministry of Information and Communications’ electronic portal (Department of Broadcasting, television, and electronic information)

Note: When providing games on an application store, the game information description on the store must display the Business License/Certification/Confirmation/Release Decision number; issuance date, month, year; linked code segment to the licensing data section on the Ministry of Information and Communications’ electronic portal (Department of Broadcasting, television, and electronic information).
