What are perspectives of on National Cybersecurity and Safety Strategy, proactively responding to challenges from cyberspace to 2025, vision to 2030 in Vietnam?
Pursuant to Section I, Article 1 of Decision 964/QD-TTg in 2022 stipulating as follows:
1. Ensure the comprehensive leadership of the Party and the management of the State in the work of ensuring network information safety and network security (referred to as network safety and security), proactively responding to threats challenges from cyberspace. Build a modern and professional network of safety and security forces with sufficient high-quality human resources to meet practical requirements.
2. Cybersecurity and safety are at the heart of the digital transformation process, an important pillar in creating digital trust and prosperous development in the digital era. Network safety and security is an important, regular and long-term task in order to create and maintain a safe, healthy and reliable network environment for agencies, organizations, businesses and each citizen. Invest in safety and network security is an investment in sustainable development and value creation.
3. Timely grasp and effectively take advantage of opportunities brought by cyberspace for socio-economic development, and at the same time proactively prevent and be ready to respond to limit negative impacts, protect ensuring national defense, sovereignty, interests, national security, social order and safety and the sustainability of the country's development process in the era of the Fourth Industrial Revolution.
4. Bring into play the strength of both the political system and the whole society, proactively responding early and from afar to risks, challenges and activities that damage national sovereignty, interests and security in cyberspace and national cyberinformation security, in which state management agencies play the role of coordinating, linking and sharing information. Determine state resources is decisive, strategic, and fundamental in the long run; the participation of organizations and businesses and promoting the power of the masses is important and breakthrough. The Ministry of Public Security, the Ministry of National Defense, and the Ministry of Information and Communications share cyberspace surveillance information to serve the work of ensuring network safety and security and protect national sovereignty in cyberspace.
5. Fundamental shift in awareness and practices to proactively and flexibly adapt and reduce risks and threats to safety and network security (cyber resilience): From distributed protection model to centralized protection model; from passive incident response to proactive early forecasting, early warning, effective prevention and response; from protecting and hiding information from cyberattacks to proactively cooperating and sharing information in order to proactively prevent and support incident handling and restore normal operation of information systems.
6. Promote experts, research, and autonomous development in Vietnam's technology, products and services for safety and cybersecurity as a fundamental solution to ensure national cybersecurity and safety; develop markets, businesses, and competitiveness in cyber safety and security, making Vietnam a country with high capacity in cyber safety and security.
7. Actively integrate into the world in the field of cyber safety and security in the spirit of being a friend, reliable and responsible partner in the international community, respecting national sovereignty in cyberspace of other countries in accordance with international law and multilateral and bilateral treaties to which Vietnam is a signatory.

Pursuant to Subsection 1, Section III, Article 1 of Decision 964/QD-TTg in 2022 stipulating as follows:
1. General objectives
National cyberspace is built, civilized and healthy development, is the driving force to participate in the Fourth Industrial Revolution. National capacity in ensuring network safety and security is enhanced, proactively and ready to respond to threats and challenges from cyberspace in order to firmly protect sovereignty, interests, national defense and security, social order and safety; protect national sovereignty in cyberspace and the national digital transformation, legitimate rights and interests of Vietnamese organizations and individuals in cyberspace.
