According to Section 1, Article 1 of Decision 06/QD-TTg in 2022, Scheme 06 of the Government of Vietnam outlines 07 instructional viewpoints as follows:

[1] Mobilizing the engagement of the entire political system, especially the leaders of ministries, central authorities, local authorities, and the participation of organizations, enterprises, and citizens is a decisive factor; synchronized action across ministries, central authorities, and local authorities ensures the success of digital transformation.

[2] Population data is an important resource, centrally managed, unified, and shared within the entire political system, serving citizens and enterprises as prescribed by law. Population data, identification, and electronic authentication are the foundations for digital transformation in living, working, and production methods based on digital technologies.

[3] Population data is the original data. Other citizen-related databases that have been built, are being built, or will be built must be based on the original data and ensure connectivity and sharing to save costs and avoid waste, creating new values. Societal resources should be encouraged to build, develop, and promote the application of the National Population Database.

[4] Citizens and enterprises are at the center of digital transformation. Human development and ensuring and improving people's livelihood are the goals. Increasing transparency and citizen and enterprise participation in state agency operations are essential. Citizens only need to provide information and documents once to state agencies when performing administrative procedures.

[5] Population data must be efficiently utilized to promote and leverage national intelligence, resources, and strength; it must be connected to state governance capabilities, bringing economic breakthrough potentials, reflecting cultural, historical, and intellectual values in societal life. The development and application of population data must be aligned with the goal of data enrichment, laying the foundation for digital transformation activities in society.

[6] The connection, integration, and exploitation of the National Population Database must ensure information safety and security in the digital environment.

[7] The exploitation and application of the National Population Database, identification, and electronic authentication have significant importance in serving socio-economic development and national digital transformation, bringing numerous immediate and long-term benefits in building the digital Government of Vietnam towards the period 2022 - 2030.
