Decree 111/2024/ND-CP Download does not apply to information and data on construction planning, construction investment projects, defense and security construction works, and state secrets.
Decree 111/2024/ND-CP Download applies to agencies, organizations, and individuals involved in building, managing, exploiting, and using the information system and National Database on construction.
Decree 111/2024/ND-CP Download takes effect in Vietnam from November 01, 2024.

What does the information system on construction in Vietnam include?
Based on Article 5 of Decree 111/2024/ND-CP Download regulating the information system on construction in Vietnam:
Article 5. Information System on construction
The information system on construction includes:
a) A database on construction, including information and data on construction extracted from the National Database on construction and other related data components;
b) Information technology infrastructure;
c) Application software systems, software services, cloud computing platforms serving the management, operation, and exploitation of information on construction.
The information system on construction is constructed synchronously and uniformly nationwide to manage, exploit, share, and provide basic information on construction to agencies, organizations, and individuals to meet socio-economic development requirements.
The content regarding data standards, structure, data components, and basic functions of the information system on construction is uniformly applied nationwide as per the guidelines of the Minister of Construction.
Thus, the information system on construction includes:
- A database on construction, including information and data on construction extracted from the National Database on construction and other related data components
- Information technology infrastructure
- Application software systems, software services, cloud computing platforms serving the management, operation, and exploitation of information on construction
What information is collected and updated in the National Database on construction regarding construction works under construction investment projects in Vietnam?

Documents from state agencies with authority, results of administrative procedures as stipulated by the law on construction and other related laws (if any), construction-related documents, and some or all of the following information from these documents, including:
- Results of procedures on fire prevention and fighting, and environmental protection
- Notification of the results of the appraisal of the Feasibility Study Report on construction investment
- Notification of the results of the appraisal of the construction design implementation after the basic design
- Construction permit
- Notification of the results of the inspection of the construction completion acceptance work
- Decision approving the construction investment project
- Decision approving the construction design of the work
- Notification of the commencement of the construction work
- Decision approving the settlement of construction investment capital
- Information about organizations and individuals participating in the survey, design, and construction of the work
- Other related documents (if any)
