Value of Text Messaging through the Humanitarian Electronic Information Portal

According to Article 7 of Circular 09/2015/TT-BTTTT, regulations on the value of messaging through the Humanitarian Information Portal are as follows:

- The value of donation messages through Gateway 1400 includes the donation value of the message and the messaging service fee to Gateway 1400:

+ The donation value of the message is determined by the agency organizing the donation activities in cooperation with the VTC Corporation for each fundraising campaign and the corresponding messaging service quantity;

+ The messaging service fee to Gateway 1400 is the fee that the telecommunications subscriber must pay to the telecommunications enterprise to send a donation message through Gateway 1400.

- The donation value of each message through Gateway 1400 is not less than 5,000 (five thousand) Vietnam Dong and not greater than 20,000 (twenty thousand) Vietnam Dong.

- The messaging service to Gateway 1400 is accounted together with the messaging service (SMS) of the telecommunications enterprise. The messaging service fee to Gateway 1400 (including the messaging service connection fee to Gateway 1400) is the SMS service fee set and issued by the telecommunications enterprise based on the cost price of the messaging service of the enterprise per regulations on telecommunications fee management.

- The fee for connecting the messaging service to Gateway 1400 is issued by the Ministry of Information and Communications and is paid by the telecommunications enterprise to the VTC Corporation according to the regulations on telecommunications fee management.
