The Ministry of Public Security of Vietnam completes the legal corridor of the National Cybersecurity and Safety Strategy, proactively responds to challenges from cyberspace

What are responsibilities of the Ministry of Public Security of Vietnam in completing the legal corridor of the National Cybersecurity and Safety Strategy, proactively responding to challenges from cyberspace?

Pursuant to Point a, Subsection 2, Section IV, Article 1 of Decision 964/QD-TTg in 2022 stipulating as follows:

a) Ministry of Public Security

- Develop and finalize policies and laws on cybersecurity protection in a synchronous and unified manner from the central to local levels in the direction of fully regulating the fields of use of cyberspace to infringe upon national security, social order and safety; improve capacity to protect national sovereignty in cyberspace according to assigned functions and tasks.

- Develop and complete policies and laws on national data protection, personal data, regulations on collection, storage and processing of Vietnamese citizen data and responsibilities of organizations, domestic and foreign enterprises in protecting Vietnam's sovereignty and national security in cyberspace.

- Research, review and propose amendments and supplements to legal documents on cyber security to synchronize, unify and comprehensively, meet the requirements of fighting and handling violations of the law on cyber security.

- Develop and finalize documents guiding the implementation of the Law on Cybersecurity, legal documents on conditions for trading in network security products and services, especially products and services that use in information systems important to national security, information systems of state agencies.

- Assume the prime responsibility for, and coordinate with the Ministry of Information and Communications and the Ministry of Science and Technology in researching and applying the mechanism of contract spending for scientific topics on network safety and security.

What are responsibilities of the Ministry of Information and Communications of Vietnam in completing the legal corridor of the National Cybersecurity and Safety Strategy, proactively responding to challenges from cyberspace?

Pursuant to Point b, Subsection 2, Section IV, Article 1 of Decision 964/QD-TTg in 2022 stipulating responsibilities of the Ministry of Information and Communications of Vietnam in completing the legal corridor of the National Cybersecurity and Safety Strategy, proactively responding to challenges from cyberspace as follows:

- Develop and complete policies and laws on network information security, especially sanctions for handling violations of the law on cyberinformation security.

- Research, review and propose to elaborate, amend and supplement legal documents and guiding documents on ensuring network information security for electronic transactions, digital transformation, digital infrastructure, digital platform, digital data, protect personal information online.

What are responsibilities of the Ministry of National Defense, relevant ministries and agencies of Vietnam in completing the legal corridor of the National Cybersecurity and Safety Strategy, proactively responding to challenges from cyberspace?

Pursuant to Point c and d, Subsection 2, Section IV, Article 1 of Decision 964/QD-TTg in 2022 stipulating responsibilities of the Ministry of National Defense, relevant ministries and agencies of Vietnam in completing the legal corridor of the National Cybersecurity and Safety Strategy, proactively responding to challenges from cyberspace as follows:

c) Ministry of Defense

Formulate and finalize policies and laws on national defense, national defense in cyberspace, and national sovereignty in cyberspace according to their assigned functions and tasks.

d) Ministries and agencies concerned, according to their assigned functions and tasks, organize the protection of the contingent of experts, intellectuals and leading personnel in their fields and fields participating in the formulation of mechanisms, policies and laws on security, network security and the team operating important information systems of the Vietnam Communist Party and State.
