Strategy until 2030 in Vietnam: 100% of press agencies will upload content on digital platforms and prioritize domestic digital platforms

Recently, the Prime Minister has just issued Decision 348/QD-TTg in 2023 approving the Strategy for digital transformation of press until 2025, with orientation to 2030.

Pursuant to Subsection 2.b, Section I of Decision 348/QD-TTg in 2023 stipulating targets of the Strategy for digital transformation of press by 2030 as follows:

2. Specific objectives:

a) Targets to 2025

- 70% of press agencies upload content on digital platforms (prioritizing domestic digital platforms).

- 50% of press agencies use a centralized data processing and analysis platform, apply artificial intelligence to optimize operations.

- 80% of press agencies operate and operate a model of a converged newsroom, in line with the development of advanced science and technology in the world, and produce content according to digital journalism trends.

- Press agencies optimize revenue sources, of which 30% of press agencies increase revenue by at least 20%.

- 100% of higher education institutions majoring in journalism or journalism departments update their knowledge and skills in the digital journalism environment in their training programs for students.

- 100% of leaders, officials, reporters and editors of press agencies are trained and fostered knowledge and skills on digital transformation of the press.

- 100% of electronic press agencies have solutions to ensure safety and security of information systems at level 3 or higher.

- Form and develop national digital platforms for the press.

b) Target to 2030

- 100% of press agencies upload content on digital platforms (prioritizing domestic digital platforms).

- 90% of press agencies use a centralized data processing and analysis platform, apply artificial intelligence to optimize operations.

- 100% of press agencies operate, operate a converged newsroom model and models suitable for the development of advanced science and technology in the world, produce content according to digital journalism trends.

- Press agencies optimize revenue sources, of which 50% of press agencies increase revenue by at least 20%.

Thus, the Prime Minister has set targets of the strategy by 2030 to have 100% of press agencies upload content on digital platforms (prioritizing domestic digital platforms).

In addition, the strategy also has a target that 90% of press agencies use a centralized analytics and data processing platform, and apply artificial intelligence to optimize operations.

- 100% of press agencies operate, operate a converged newsroom model and models suitable for the development of advanced science and technology in the world, produce content according to digital journalism trends.

- Press agencies optimize revenue sources, of which 50% of press agencies increase revenue by at least 20%.

What are responsibilities and soulutions for accomplish targets of the Strategy for digital transformation of press in Vietnam?

Pursuant to Section II of Decision 348/QD-TTg in 2023 stipulating responsibilities and soulutions for accomplish targets of the Strategy for digital transformation of press in Vietnam as follows:

- Raise awareness, strengthen propaganda

+ Raise awareness of information and communication managers; leaders, reporters and editors of press agencies from central to local levels on the important role and urgency of accelerating the implementation of press digital transformation in sync with the national digital transformation program.

+ Strengthen propaganda, praise and honor organizations and individuals with achievements and initiatives in the process of digital transformation in order to share experiences, spread and replicate.

- Review and complete legal regulations

Review, develop and propose amendments and supplements to legal documents on the press and related legal documents in order to promote and support the digital transformation process of press agencies.

- Develop digital press products

+ Design and create new information product models on different platforms to increase interaction with readers, distribute information content faster, wider and accurately according to readers' needs.

+ Develop high-quality digital journalism products, effectively innovate readers' experiences; develop product and service packages suitable for each target audience.

+ Apply scientific and technological achievements in automation to promote the content production process.

- Digital platform development

+ Develop tools for collecting, processing data, evaluating, forecasting, monitoring and monitoring press quality; building an index to assess the maturity level of press digital transformation.

+ Promote the formation and development of the digital (online) radio platform and the national (online) digital television platform; Electronic journalism platform.

+ Promote the development of a digital platform for press agencies to distribute press content and share press data; encourage press agencies with sufficient technological and financial potential to build their own platforms to meet the requirements of digital transformation.

+ Support press agencies to promote the application of information technology in management and operation through the application of an electronic newsroom management platform at press agencies.

+ Research, develop and apply technology in digital transformation of journalism through key national science and technology programs.

- Develop and improve the quality of human resources

+ Develop and promulgate standards for training programs in the fields of journalism and information at higher education levels, meeting the requirements of digital transformation; update training disciplines in the field of journalism and information in the list of training majors for higher education according to regulations.

+ Organize training for information and communication managers and leaders of press agencies on basic skills necessary for digital transformation of the press.

+ Organize training, improve knowledge and skills in information technology, safety and network security, collect, analyze and process data for innovation in production, content distribution and monitoring, evaluate the quality of information.

- Strengthen international cooperation, learning from the experiences of countries with strongly developed digital journalism.

What are responsibilities of press agencies in organization and implementation of the Strategy for digital transformation of press in Vietnam?

Pursuant to Subsection 7 Section IV of Decision 348/QD-TTg in 2023 stipulating press agencies as follows:

- Approve and direct the implementation of the digital transformation plan of the affiliated press agency. Strengthen the responsibility of the press management agency in creating favorable conditions on material and financial facilities for the press agency to implement digital transformation.

- Raise awareness and knowledge for leaders of press agencies, editors and reporters about digital transformation.
