What are specific goals to 2025 on the National Cybersecurity and Safety Strategy, proactively responding to challenges from cyberspace in Vietnam?

Pursuant to Subsection 2 Section III Article 1 of the Decision 964/QĐ-TTg in 2022 stipulating as follows:

2. Specific goals until 2025

a) Maintain the 25th to 30th rank on the Cybersecurity and Safety Index as assessed by the International Telecommunication Union (GCI Index).

b) Build a system of People's Security Battle, which is capable of commanding, connecting, sharing information, receiving and early handling information harmful to national cyberspace including Ministries, branches, localities, telecommunications businesses, Internet, digital content services.

c) Form forces to ensure network safety and security at ministries, branches, state agencies, socio-political organizations and state corporations and corporations; ensure that each state agency, organization or enterprise has a division assigned to act as the focal point and take responsibility for the work of ensuring network safety and security. Encourage other businesses to have a unit to ensure network safety and security.

d) Ministries, ministerial-level agencies, government-attached agencies, People's Committees of provinces and affiliated cities, socio-political organizations, state-owned enterprises and business associations shall ensure network safety and security in accordance with the law on information safety and network security.

dd) Protect the national cyber infrastructure, focusing on the information system important for national security in accordance with the law on cyber security. Protect information systems of 11 important areas that need to be prioritized to ensure network information security (according to Decision No. 632/QD-TTg dated May 10, 2017 of the Prime Minister).

e) Strive for 80% of Internet users to have the opportunity to access awareness raising activities, skills and tools to ensure network safety and security.

g) Lay the foundation to form the network security industry and network information security industry. Build a suitable policy foundation for startups in terms of network safety and security.

h) Develop three to five key information security products and services, dominate the domestic market, and be able to compete internationally.

i) The revenue of the safety and network security market grows by 20 to 30% annually.

k) Establish the National Cybersecurity Association.

l) Form a center for research, innovation and creativity in cybersecurity, attract scientists from all over the world and Vietnamese scientists to return to the country to research, manufacture and produce products.

m) Form a Research and Development Center (R&D) on network information security, creating a favorable environment for research and testing of new cyberinformation security products and services.

n) Funds for ensuring network safety and security must reach at least 10% of expenditures for science and technology, digital transformation, and information technology application.

What are specific goals to 2030 on the National Cybersecurity and Safety Strategy, proactively responding to challenges from cyberspace in Vietnam?

Pursuant to Subsection 3 Section III Article 1 of the Decision 964/QĐ-TTg in 2022 stipulating as follows:

3. Specific goals by 2030

a) Maintain and improve Vietnam's network safety and security capacity and ranking on the global rankings.

b) Build the People's Security posture in cyberspace with the active participation of the masses.

c) Consolidate and strengthen the force to ensure network safety and security.

d) Strive for 90% of Internet users to have the opportunity to access awareness raising activities, skills and tools to ensure network safety and security.

d) Form a research, innovation and creation center on cybersecurity with a reputation in the region and the world.

e) Form two to three Research and Development Centers (R&D) on network information security, create a favorable environment for research and testing of new cyberinformation security products and services.

g) Vietnam becomes one of Asia's leading cybersecurity and safety centers. Form a market for safety and network security, with competition and influence throughout the region and the world.

h) Maintain annual revenue growth of the safety and security market by 10-20%.

What are regulations on strengthening the leadership role of the Vietnam Communist Party, the State's management of the National Cybersecurity and Safety Strategy, proactively responding to challenges from cyberspace in Vietnam?

Pursuant to Subsection 1 Section IV Article 1 of the Decision 964/QĐ-TTg in 2022 stipulating as follows:

1. Strengthen the leadership role of the Vietnam communist Party and management of the State

a) Unify awareness from the central to local levels on ensuring network safety and security is the responsibility of the whole political system, in which the National Steering Committee for Cybersecurity and Safety coordinates with 4 forces (Ministries: Public Security, Defense, Information and Communication and Central Propaganda Department). These forces actively and cooperatively perform their assigned functions and tasks.

b) Regularly disseminate and thoroughly grasp the guidelines of the Vietnam Communist Party, policies and laws of the State on network safety and security, considering this an important task of the political system.

c) Raise awareness and responsibilities of all levels of the Vietnam Communist Party committees, authorities, Fatherland Front, socio-political organizations, people and businesses in ensuring network safety and security. The head of the Party Committee directly leads, directs and is responsible for the work of network safety and security, actively reviews and clearly identifies key and key issues to direct the effective implementation.

d) Promote the effective participation of the people in the work of ensuring network safety and security and proactively respond to threats and challenges from cyberspace.

d) Form the People's Security posture in cyberspace in close association with the All-People's National Defense posture in cyberspace.

e) The State gives priority to the transfer and strong application of technology and techniques for network safety and security; promote research, create a favorable environment and focus on supporting organizations and individuals to participate in building the network information security industry and the network security industry. Develop a cooperation mechanism between the State and businesses and business associations in formulating and implementing policies on network safety and security. Promote the dissemination of skills to participate in safe cyberspace.
