Rights and Obligations of Internet Agents
Based on Point a Clause 2 Article 1 of Decree 27/2018/ND-CP stipulating the rights and obligations as follows:
"a) Establish a terminal equipment system at the location entitled to use for providing Internet access services to users at that location;
b) Display a sign "Internet Agent" that includes information about the Internet agent's business registration number; in the case that the Internet Agent also provides public electronic game services, the sign must comply with the provisions of Article 35 of this Decree;
c) Publicly post the rules for using Internet services in a place where everyone can easily recognize, including prohibited acts as stipulated in Article 5 of this Decree, the rights and obligations of Internet users as prescribed in Article 10 of this Decree;
d) Provide Internet access services according to the quality and rates in the Internet agent contract;
dd) In the case providing network-based electronic game services, the Internet Agent also has the rights and obligations of the owner of a public electronic game service point as stipulated in Article 36 of this Decree;
e) Not organize or allow Internet users to use the features of computers at their business locations to perform activities prohibited under Article 5 of this Decree;
g) Entitled to request the enterprise that has signed an Internet agent contract with them to guide, provide information about Internet access services, and be subject to inspection and supervision by such Internet enterprise;
h) Entitled to participate in Internet training programs organized by state managing agencies and Internet service providers in the locality;
i) Perform regulations on ensuring information safety and information security;
k) Internet Agents not providing electronic game services must comply with operating hours as regulated by the People's Committee of the province or centrally governed city. Internet Agents providing electronic game services must comply with operating hours as stipulated in Clause 8 Article 36 of this Decree."
