Rights and obligations of individuals and units using information of the Association/Fund database in Vietnam

1.  Rights of individuals and units using information of the Association/Fund database in Vietnam

Pursuant to Article 14 of Regulation on management, operation, update, and use of the Association/Fund database promulgated together with Decision 79/QD-BNV in 2022, rights of individuals and units using information of the Association/Fund database are regulated as follows:

1. Receive guidance and solutions for problems encountered while using information of the Association/Fund database.

2. Receive timely, truthful and accurate information according to the registration.

2. Obligations of individuals and units using information of the Association/Fund database in Vietnam

Pursuant to Article 15 of Regulation on management, operation, update, and use of the Association/Fund database promulgated together with Decision 79/QD-BNV in 2022, obligations of individuals and units using information of the Association/Fund database in Vietnam are prescribed as follows:

1. For organizations (units and associations, funds):

a) Register the staff member who receives and manages accounts and passwords to access and use information in the Association/Fund database with the Department of Non-Governmental Organizations affiliated to the Ministry of Home Affairs;

b) Manage the registered staff member who manages accounts and passwords to access, and use information;

c) Manage content of updated and used information;

d) Take responsibility for any mistakes made by the registered staff member who manages the account and password to access, and use information.

2. For individuals: manage the account, password, absolutely not to spread, use for wrong purpose, not to share or reveal password to access information that has been assigned for management and use.

3. Responsibilities of individuals assigned to directly manage the Association/Fund database in Vietnam

Pursuant to Article 17 of Regulation on management, operation, update, and use of the Association/Fund database promulgated together with Decision 79/QD-BNV in 2022, responsibilities of individuals assigned to directly manage the Association/Fund database are specified as follows:

1. The leader of the Information Center shall assign the officer in charge to: monitor the operation of the system, handle common software problems, ensure that the Association/Fund database is continuously and promptly updated with accurate information according to regulations, and ensure stable, smooth, secure and safe operation. Immediately notify the leader of the Information Center of cases where problems cannot be handled.

2. The leader of the Department of Non-Governmental Organizations shall assign the officer in charge to: collect arising situations and incidents in relation to the software of Association/Fund database to request the Information Center to deal with, and immediately notify the Information Center of unexpected problems for specific instructions or assistance in handling.
