Requirements on Connection and Data Management of the Humanitarian Portal 1400
At Articles 4 and 5 of Circular 09/2015/TT-BTTTT, the requirements for connection and data management of the 1400 Humanitarian Electronic Portal are stipulated as follows:
Connection Requirements:
The 1400 Portal must meet the following connection requirements:
It must connect to telecommunications companies with transmission capacity and quality that ensure compliance with the messaging service quality regulations.
It must connect to the data collection and processing system of the Telecommunications Department to facilitate state management work in telecommunications.
Data Management Requirements:
The 1400 Portal must ensure the capability to manage, collect, store, and process data regarding service and message value through the 1400 Portal accurately and promptly to:
Reconcile and settle data with entities organizing support activities, telecommunications companies, and provide necessary information about the operation of the 1400 Portal to the Ministry of Information and Communications when requested.
Receive and respond to information inquiries; receive and resolve complaints regarding support activities through the 1400 Portal for telecommunications subscribers.
