Procedure for Issuance of License for Printed Magazine Activities

According to Article 6 of Circular 41/2020/TT-BTTTT (Effective from February 15, 2021) stipulates the dossier and procedures for granting a license for print magazine activities as follows:

- Agencies and organizations applying for a license for print magazine activities shall submit 01 set of the dossier to the Ministry of Information and Communications. The dossier includes:

+ Application form for a license for print magazine activities (Form No. 02);

+ Print magazine activity scheme (with the signature of the authorized person and a stamp or digital signature of the agency or organization applying for the license) and accompanying documents, including the following contents: Necessity and legal basis; demonstrating full compliance with the conditions stipulated in Article 17 of the Press Law; the structure and main content of the publication, clearly showing specialized and professional information content, introducing and publishing scientific research results, participating in policy advice and critique in the field of the agency or organization’s functions and tasks applying for the license; publishing and content management process;

+ List of expected personnel of the print magazine (Form No. 03);

+ Curriculum vitae of the person expected to be the Editor-in-Chief (Form No. 04);

+ Print magazine name presentation sample with the acknowledgment of the agency or organization applying for the license, in which the name of the print magazine clearly shows the phrase "magazine" with a font size at least 1/3 of the font size of the print magazine's name;

- Within 90 days from the date of receipt of a complete and valid dossier, the Ministry of Information and Communications shall issue a license for print magazine activities (Form No. 13); in case of refusal to issue, it must notify in writing and clearly state the reasons.
