Principles of Support Activities through the National Humanitarian Electronic Information Portal 1400
Article 3 of Circular 09/2015/TT-BTTTT prescribes the principles of support activities through Portal 1400 as follows:
- Agencies and organizations (hereinafter collectively referred to as agencies) organizing support activities shall take the lead in implementing campaigns for the telecommunication subscribers to send support money (hereinafter referred to as support campaign) in accordance with the law on mobilization, receipt, distribution, and use of voluntary contributions for humanitarian and charitable purposes.
- Portal 1400 is a telecommunications equipment system established by the Ministry of Information and Communications to receive money donation messages from telecommunication subscribers nationwide; it operates on a non-profit basis with the principle of expenses being covered by revenue; it maintains independent accounting; ensures accuracy, transparency, publicity, and convenience.
- Telecommunication enterprises provide an additional convenient and quick contribution channel for support activities by offering messaging services through Portal 1400 to telecommunication subscribers on a commercial basis with reasonable profit.
- Telecommunication subscribers contribute support money through Portal 1400 on a voluntary basis with an unlimited number of support messages for each support campaign.
