Penalties for Trading, Exchanging, Displaying, and Propagating Foreign Postage Stamps with Inappropriate Content or Origin
According to Clauses 5a, 9, and 10, Article 14 of Decree 15/2020/ND-CP (Effective from April 15, 2020), this content is regulated as follows:
A fine ranging from 10,000,000 VND to 20,000,000 VND shall be imposed for any of the following acts:
- Trading, exchanging, displaying, and propagating foreign postage stamps with content and origins that do not comply with notifications from postal authorities of member countries of the Universal Postal Union and stamp collecting associations.
Additional penalties: Confiscation of exhibits and means of administrative violations for acts specified at point d clause 4, points a and b clause 5, points a and b clause 6, points a and b clause 7 of this Article.
Remedial measures: Forcing the return of illicit gains obtained through the violation of regulations specified at points a, b, and c clause 4, point a clause 5, point a clause 6, point a clause 7, and clause 8 of this Article.
Therefore, the fine for trading, exchanging, displaying, and propagating foreign postage stamps with inappropriate content and origins ranges from 10 million to 20 million VND.
