Number of Text Messaging Services via the Humanitarian Electronic Portal

According to my observation, every year towards the end of the year, the Ministry of Information and Communications calls on everyone to join hands in donating to support the poor, helping them have a warmer and more prosperous Tet holiday by texting through the National Humanitarian Electronic Information Portal. Could you please inform me how the current regulations specify the service numbers for texting through the National Humanitarian Electronic Information Portal?

In Article 6 of Circular 09/2015/TT-BTTTT, the provisions for text message services through the Humanitarian Information Portal are as follows:

- The text message service numbers from 1400 to 1409 in the Telecommunications Number Plan as stipulated by the Ministry of Information and Communications are provided for sending text messages through Portal 1400 as follows:

+ Number 1400 is used for the purpose of receiving motivational messages, sharing, and inquiries;

+ Number 1401 is used for important political and social events of the country as defined by the Ministry of Information and Communications for each mobilization campaign;

+ Numbers 1402 to 1409 are used for sending supportive text messages through Portal 1400. Each text message service number corresponds to a value denominated in Vietnamese Dong, as determined by the organization conducting the support activities through Portal 1400, in agreement with the Vietnam Multimedia Corporation (hereinafter referred to as VTC Corporation) as specified in Clause 2 Article 7 of this Circular.

- Each mobilization campaign for support through Portal 1400 is allowed to use only one (1) text message service number. One (1) text message service number cannot be used to implement multiple different mobilization campaigns simultaneously.
