Is it mandatory to provide links when quoting news articles from other websites?
According to Official Dispatch 3835/BTTTT-PTTH&TTDT in 2019:
In order to rectify the long-standing violations in the activities of the aforementioned general electronic information pages, following the directives of the Central Propaganda Department as outlined in the Notice No. 422-TB/BTGTW dated October 11, 2019, and the Plan No. 336A/KH-BTTTT dated September 3, 2019 by the Ministry of Information and Communications on implementing certain tasks in the fields of journalism and publishing; to enhance the effectiveness and efficiency of state management, swiftly and decisively rectify the situation of “newspaper-like” general electronic information pages, the Ministry of Information and Communications requires local Departments of Information and Communications to implement several urgent solutions as follows:

- Require that general electronic information pages include a link to access the original news articles (link) immediately below the news articles that the general electronic information page republishes from the newspapers.
- Require that general electronic information pages must have a written agreement with the press agencies (verbal agreements are not accepted) regarding the permission for the general electronic information page to cite news articles. The written agreement on citing sources must be submitted to the licensing authority before November 15, 2019. After the aforementioned date, if any general electronic information page compiles news articles from sources without a written agreement, strict handling in accordance with regulations is required.
=> Thus, when this website wants to cite articles or news from other websites, it is mandatory to include a link to access the original news article (link) immediately below the article that the general electronic information page republishes from the newspapers.
