In which cases can households using universal telecommunications services in Vietnam make changes to their services?

Pursuant to Clause 1 Article 25 of Circular 14/2022/TT-BTTTT (effective from December 12, 2022), households using universal telecommunications services in Vietnam make changes to their services in following cases:

a) Households eligible for support to use universal telecommunications services specified at Point a, Clause 2, Article 20 of this Circular may change the service provided by the same enterprise. The procedures of changing service use is specified in Clause 2 of this Article;

b) Households that are supported to use universal telecommunications services specified in Clause 2, Article 20 of this Circular may change to enterprises providing universal telecommunications services. The procedures for changing an enterprise providing universal telecommunications services are specified in Clause 3 of this Article.

What are regulations on procedures and application for changes to receive support for using universal telecommunications services for households eligible for support to use universal telecommunications services in Vietnam?

Pursuant to Clause 2 Article 25 of Circular 14/2022/TT-BTTTT (effective from December 12, 2022) stipulating procedures and application for changes to receive support for using universal telecommunications services for households eligible for support to use universal telecommunications services in Vietnam as follows:

a) The subscriber requests the enterprise to change the service using form No. 05/CD-DV, Appendix I issued together with this Circular;

b) The telecommunications enterprise shall carry out procedures for adjusting universal telecommunications services for households to use from the month following the month the household requests; at the same time, make a list of households that have changed their use of the service according to Form No. 09c/DS-HGD, Appendix II issued together with this Circular to request for acceptance and periodic payment, and update to the supported object list.

What are regulations on procedures and application for changing the enterprise providing universal telecommunications services for households supported to use universal telecommunications services in Vietnam?

Pursuant to Clause 3 Article 25 of Circular 14/2022/TT-BTTTT (effective from December 12, 2022) stipulating procedures and application for changing the enterprise providing universal telecommunications services for households supported to use universal telecommunications services in Vietnam as follows:

a) The subscriber requests the service provider to stop providing universal telecommunications services to households using Form No. 05/CD-DV, Appendix I issued together with this Circular;

b) For telecommunications enterprises whose subscribers have moved out: At the request of the subscriber owner, the enterprise providing universal telecommunications services shall stop supporting households to use the service and make a list of the object of discontinuation of support according to Form No. 09c/DS-HGD, Appendix II to this Circular and update to the list of supported subjects;

c) For telecommunications enterprises with subscribers: Based on the request of the household using Form No. 05/CD-DV, Appendix I mentioned at Point a of this Clause, review and complete registration procedures Sign up for a subscription to household universal telecommunications services if all conditions and procedures are satisfied as prescribed in Article 23 of this Circular and sum it up in Form 09c/DS-HGD, Appendix II enclosed herewith. This Circular is to request acceptance, make periodic payments, and update information on the list of supported subjects;

d) Subscribers are supported to use universal telecommunications services at enterprises having subscribers move in from the month following the month the enterprises having subscribers move out of support to use services.
