In the activities of managing the National Public Service Portal, what is the high-level administrative account of ministries and central authorities, agencies, and localities?

According to the provisions in Clause 1, Article 3 of the Regulation on management, operation, and exploitation of the national public service portal issued together with Decision 31/2021/QD-TTg (effective from December 09, 2021):

High-level administrative accounts of ministries and central authorities, agencies, and localities: These accounts are registered using specialized digital certificates issued by the Government of Vietnam to ministries, central authorities, and local authorities, or public digital certificates issued to organizations or individuals providing services. The Office of the Government of Vietnam grants administrative rights to these accounts to delegate permissions to officials and public employees to perform operations on the National Public Service Portal.
