What are procedures for Vietnamese citizens to register level - 2 eID accounts in Vietnam?
Pursuant to Section II.A.2 (New administrative procedures promulgated in the field of electronic identification and authentication fall under the jurisdiction of the Ministry of Public Security) issued together with the Decision 9039/QĐ-BCA-C06 in 2022 stipulating procedures for Vietnamese citizens to register level - 2 eID accounts in Vietnam as follows:
Step 1: Vietnamese citizens go to the National Population Data Center affiliated to the Police Department for Administrative Management of Social Order, and request to register for a Level 2 e-ID account.
Step 2: Citizens present their citizen ID cards with an electronic chip, provide information about their phone number or email address, and request additional information to be integrated into the electronic identity account.
Step 3: The receiving officer enters the information provided by the citizen into the electronic identification and authentication system; take portrait photos, collect fingerprints of citizens who come to carry out procedures to authenticate with the Citizen Identity Database and confirm their consent to register for the creation of an electronic identity account; print the application form and return the results.
Step 4: The electronic identity management agency notifies the result of account registration via VNeID application or SMS or email address.
Note: For citizens who have not yet been issued with a citizen ID card with an electronic chip: The police agency shall issue a level 2 electronic identification account together with the issuance of a citizen ID card.
Citizens prepare dossiers and carry out the procedure of "Registration for a level 2 electronic identification account for Vietnamese citizens" together with the procedure for issuance of a citizen identification card.
- Time to receive documents: Office hours on working days from Monday to Friday and every Saturday morning (except holidays and New Year's as prescribed by law).
- Time limit for settlement: No more than 03 working days in case the citizen has a chip-mounted citizen ID card, no more than 07 working days in case the citizen does not have a chip-tied citizen ID card.

Pursuant to Section II.A.3 (New administrative procedures promulgated in the field of electronic identification and authentication fall under the jurisdiction of the Ministry of Public Security) issued together with the Decision 9039/QĐ-BCA-C06 in 2022 stipulating procedures for foreigners to register level - 2 eID accounts in Vietnam as follows:
Step 1: Foreigners come to the headquarters of the Immigration Department, Ministry of Public Security to apply for registration of a level-2 eID account.
Step 2: Foreigners present their Passport or international travel documents, provide email address or phone number (if any) and request additional information to be integrated into the document. electronic identifier.
Step 3: The receiving officer enters the information provided by the foreigner into the electronic identification and authentication system; take portrait photos, collect fingerprints of foreigners who come to carry out procedures for authentication with the National Immigration Database and confirm their consent to register for the creation of an electronic identity account; print the application form and return the results.
Step 4: The immigration authority sends a request for an eID account to the e-identification and authentication management agency.
Step 5: Electronic identification and authentication management agency notifies the result of account registration via VNeID application or SMS or email address.
- Time to receive documents: Office hours on working days from Monday to Friday and every Saturday morning (except holidays and New Year's as prescribed by law).
- Time limit for settlement: No more than 03 working days in case of granting level-2 eID accounts with information on portrait photos and fingerprints in the National Immigration Database; no more than 07 working days for the case of granting a level-2 eID account but there is no information on portraits and fingerprints in the National Immigration Database.
Shall the eID account of a person in Vietnam be locked when his/her citizen ID card is revoked?
Pursuant to Clause 1 Article 19 of the Decree 59/2022/NĐ-CP stipulating locking Vietnamese citizen's eID accounts as follows:
a) The electronic identification and authentication system automatically remembers and locks an eID account if the eID holder makes the request for locking his/her account; the eID holder is in breach of terms of use of the VNeID app; the eID holder's ID card is revoked; the eID holder dies. The system can remember through the eID holder’s declaration made on the VNelD app or input of updated eID information into the electronic identification and authentication according to Article 10 herein.
b) If a procedure-conducting agency, competent regulatory authority or service user requests an eID account to be locked, the account locking request must be sent to the Police to seek their approval for such request.
c) Within 02 working days, the request-receiving Police’s head can approve the locking request in the case specified in point b of clause 1 of this Article, and notify this to the agency or entity making the account locking request and the eID holder. In case of rejection, a written reply with clear reasons for such rejection must be sent.
As regulations above, the eID account of a person in Vietnam shall be locked when his/her citizen ID card is revoked.
