On November 9, 2024, the Government of Vietnam issued Decree 147/2024/ND-CP on measures for implementing the management, provision, and use of Internet services and online information, including:
- Internet services, Internet resources
- Information online
- Provision of information content services on mobile telecommunications networks
- Monitoring information and preventing, removing information that violates the law on the internet
Decree 147/2024/ND-CP takes effect from December 25, 2024, and applies to domestic and foreign organizations and individuals directly participating or related to the management, provision, and use of Internet services and online information.

What are Internet public access locations?
Based on Article 3 of Decree 147/2024/ND-CP:
Article 3. Interpretation of terms
In this Decree, the following terms are understood as follows:

5. Public Internet access location includes:
a) Location where the Internet agent is legally entitled to use to provide services;
b) Public Internet access location of an enterprise is the location where a member unit or individual representative of the enterprise directly manages to provide Internet access services to telecommunications service users;
c) Public Internet access locations at hotels, restaurants, airports, piers, bus stations, cafes, and other public locations are places where organizations or individuals are legally entitled to use to provide Internet access services to telecommunications service users.
- Internet users are organizations or individuals who enter into contracts for the provision and use of telecommunications services with Internet access service providers or public Internet access locations to use applications and services on the Internet.

Thus, a public Internet access location includes:
- Location where the Internet agent is legally entitled to use to provide services
- Public Internet access location of an enterprise is the location where a member unit or individual representative of the enterprise directly manages to provide Internet access services to telecommunications service users
- Public Internet access locations at hotels, restaurants, airports, piers, bus stations, cafes, and other public locations are places where organizations or individuals are legally entitled to use to provide Internet access services to telecommunications service users.
In which cases can a domain name in Vietnam be revoked?
Based on Clause 16, Article 9 of Decree 147/2024/ND-CP, the cases for domain name revocation are stipulated as follows:
(1) Implementing the request for domain name revocation in decisions, judgments, dispute resolutions of competent authorities, organizations, or at Settlement Agreements according to mediation laws;
(2) Following the decision of the Minister of Information and Communications regarding cases of domain name revocation serving national, public interests, economic-social development, defense, security, or incompatible with the planning of Internet resources as prescribed in the Telecommunications Law;
(3) Implementing the administrative violation sanction decision of the competent authority for handling administrative violations in information and communications or other specialized inspections with remedial measures being domain name revocation or applying additional sanctions like confiscation of violating materials, means;
(4) Executing a written request from investigative agencies or competent state agencies according to legal provisions to promptly prevent acts using domain names infringing on national security, order, and social safety;
(5) Applicable to Vietnamese national domain name “.vn” if the maintenance fee for using the Vietnamese national domain name “.vn” is not fully paid within 30 days from the due date;
(6) Cases where the domain name registration information is inaccurate, the registrant cannot be identified, and the subject does not update, supplement, or complete the information; domain names registered do not conform to management in terms of structure and the object of use.
The domain name holder is an organization or enterprise that has dissolved, gone bankrupt, no longer exists without a legitimate transfer of usage rights to another entity as prescribed by law; individuals who have passed away without a legitimate transfer of usage rights to another entity according to legal provisions.
