Has the Code of Conduct on Protecting Children in the Online Environment in 2025 in Vietnam been issued?
On January 21, 2025, the Minister of Information and Communications of Vietnam issued Decision 88/QD-BTTTT in 2025 regarding the Code of Conduct for the protection of children in the online environment.
In Article 1 of the Code of Conduct for the protection of children in the online environment issued together with Decision 88/QD-BTTTT in 2025, it stipulates the purpose of the Code of Conduct for the protection of children in the online environment as follows:
- To establish language, behavior, and conduct standards for internet users (users in the online environment) aimed at promoting a safe, healthy, and civilized online environment, contributing to protecting and supporting children in interacting healthily and creatively online.
- To raise societal awareness of the risks faced by children when engaging in online activities (or in cyberspace). Emphasizing the role and responsibility of parents, caregivers, teachers, and the entire society in working together to protect children online.
- To promote reporting to the relevant authorities concerning harmful content and acts that harm children in the online environment.

What is the Code of Conduct for Children in the Online Environment in Vietnam?
According to Article 5 of the Code of Conduct for the protection of children in the online environment issued together with Decision 88/QD-BTTTT in 2025, the code of conduct for children in the online environment is stipulated as follows:
[1] Learn about risks to children in the online environment and implement safety measures when participating in online activities through computers, phones, tablets.
[2] Be cautious and alert when participating in online activities and when searching for information on the Internet.
[3] Communicate and conduct oneself positively, civilizedly, and respectfully towards others online; share safely, healthily, and responsibly with friends.
[4] Seek consent from parents, caregivers before connecting with strangers online.
[5] Share personal relationships, difficulties, or problems encountered online with parents, caregivers, or teachers.
[6] Courageously report and inform the authorities after encountering or discovering harmful acts against children, risks to children online, or harmful content to children.

[7] Do not access, use, or share harmful information and content; do not engage in or imitate negative, nonsensical, frivolous, or unhealthy content online.
[8] Be careful and responsible when sharing or providing personal information, images, or private life information, whether of themselves or others, online.
[9] Do not access links or content of unclear origin; leave and report when discovering inappropriate content or behavior.
[10] Do not participate in activities such as forming factions, attacking, impersonating, bullying, or humiliating friends or other children.
What are operating conditions of child protection service providers in Vietnam?
Based on Article 56 of the Law on Children 2016 stipulating the conditions for establishment and registration of operations of child protection service providers:
Article 56. Conditions for Establishment and Registration of Operations of Child Protection Service Providers
A child protection service provider is established and registered for operation when it meets the following conditions:
- Having the mission and purpose of operation for the best interest of children;
- Having activities aimed at implementing one or more child protection measures as prescribed in Articles 48, 49, and 50 of this Law;
- Having a representative who is a Vietnamese citizen with full civil act capacity, good moral character, knowledge, and understanding about children and child protection, not subject to criminal prosecution, or administrative sanctions regarding child abuse;
- Having physical facilities, equipment, financial resources, and human resources that meet the objectives, requirements, and scope of activity as regulated by competent state authorities.
The operating conditions of child protection service providers are as follows:
- Having the mission and purpose of operation for the best interests of children
- Having activities aimed at implementing one or more child protection measures
- Having a representative who is a Vietnamese citizen with full civil act capacity, good moral character, knowledge, and understanding about children and child protection, not subject to criminal prosecution, or administrative sanctions regarding child abuse
- Having physical facilities, equipment, financial resources, and human resources that meet the objectives, requirements, and scope of activity as regulated by competent state authorities.
