From August 1, 2024, Can Vehicle License Plates Be Issued via VNeID for First-Time Vehicle Registration?
Based on Clause 5, Article 12 of Circular 24/2023/TT-BCA, as supplemented by Clause 7, Article 2 of Circular 28/2024/TT-BCA (effective from August 1, 2024) stipulating the procedure for first-time vehicle registration as follows:

- After the vehicle registration officer inspects the vehicle documents and ensures that the vehicle complies with regulations, a license plate will be issued according to the following provisions:
a) Issuing a new license plate for cases where the vehicle owner has not been issued a personal license plate or has a personal license plate that is currently registered to another vehicle.
b) Reissuing the personal license plate that has been revoked.
In cases where the vehicle and vehicle documents do not ensure compliance, supplementary and complete documentation will be made according to the guidelines of the vehicle registration officer in the documentation guidance form.

- For Vietnamese citizens performing first-time vehicle registration using the full online public service for domestically manufactured or assembled vehicles via the public service portal or the National Identity App:
a) The vehicle owner complies with the provisions of Clause 2, Article 9 of this Circular and is not required to bring the vehicle to the registration agency; registers to use the public postal service to receive the vehicle registration certificate, and license plate. When receiving the vehicle registration certificate and license plate, the vehicle owner sends the vehicle registration agency the factory quality inspection certificate (with attached copies of the vehicle’s engine number and chassis number, sealed by the manufacturer) through the public postal service;
In case the vehicle owner does not submit the factory quality inspection certificate (with attached copies of the vehicle’s engine number and chassis number, sealed by the manufacturer) or if the information provided in the attached copies of the engine number and chassis number does not match the declared information, the vehicle owner must bring the vehicle to the registration agency to attach the engine number, chassis number and receive the vehicle registration results;
b) The vehicle owner issues the license plate on the public service portal or the National Identity App according to the provisions of Clause 2, Article 12 of this Circular;

Thus, from August 1, 2024, in cases of first-time vehicle registration for domestically manufactured or assembled vehicles, Vietnamese citizens can issue vehicle license plates on the public service portal or the National Identity App (VNeID). Specifically, the vehicle owner will issue the vehicle license plate on VNeID in the following cases:
- Issuing a new license plate for cases where the vehicle owner has not been issued a personal license plate or has a personal license plate that is currently registered to another vehicle.
- Reissuing the personal license plate that has been revoked.

How is the First-Time Vehicle Registration Procedure Carried Out?
Based on Clauses 1 and 2, Article 12 of Circular 24/2023/TT-BCA, amended by Clause 6, Article 2 of Circular 28/2024/TT-BCA, the procedure for first-time vehicle registration is stipulated as follows:
Step 1: Organizations and individuals registering vehicles log into the public service portal and are responsible for fully declaring the required information in the vehicle registration application, digitally signing or signing, clearly stating their full name, and stamping (if the organization or agency submits the application).
After successfully declaring, the vehicle owner receives an online vehicle registration document code, an appointment schedule for document processing sent via text message or email from the public service portal to complete the vehicle registration procedures; provide the vehicle registration document code to the vehicle registration agency according to the prescribed procedures.
Subsequently, bring the vehicle to the vehicle registration agency and submit the required vehicle and personal documents according to Articles 10 and 11 of Circular 24/2023/TT-BCA.
Step 2: After the vehicle registration officer inspects the vehicle documents and ensures that the vehicle complies with regulations, a license plate will be issued as follows:
- Issuing a new license plate for cases where the vehicle owner has not been issued a personal license plate or has a personal license plate that is currently registered to another vehicle;
- Reissuing the personal license plate that has been revoked.
In cases where the vehicle and vehicle documents do not ensure compliance, supplementary and complete documentation will be made according to the guidelines of the vehicle registration officer in the documentation guidance form.
Step 3: Receive the return appointment slip, pay the vehicle registration fee, and receive the license plate (if issued according to point a, Clause 2, Article 12 of Circular 24/2023/TT-BCA); if the vehicle owner requests to receive the vehicle registration results via the public postal service, register with the public postal service provider.
Step 4: Receive the vehicle registration certificate and license plate (if issued according to point b, Clause 2, Article 12 of Circular 24/2023/TT-BCA) at the vehicle registration agency or from the public postal service provider.
What Does the First-Time Vehicle Registration Dossier Include?
According to Article 8 of Circular 24/2023/TT-BCA, the first-time vehicle registration dossier includes:
- Vehicle registration application.
- Vehicle owner's documents.
- Vehicle documents.
