Frequency and Timing of Issuance of Flood Warning Bulletins
Clause 5, Article 15 of Decision 03/2020/QD-TTg stipulates the frequency and timing of issuing flood warning bulletins as follows:
Flood warning bulletins are issued when heavy rain, floods, high tide, or sea level rise is detected and can cause flooding or waterlogging in affected areas, or according to the frequency of flood warning bulletins, flood bulletins, and emergency flood bulletins. To be specific:
Flood Warning Bulletin
a) The first flood warning bulletin is issued when the water level in the river is detected to possibly reach Alarm Level I and continues to rise or an unusual flood appears;
b) Subsequent flood warning bulletins are issued once a day at 9:30 AM.
Flood Bulletin
a) For floods on the Hong River and Thai Binh River, two bulletins are issued each day at 9:30 AM and 3:30 PM; if the flood situation is complex, an additional bulletin may be issued at 9:30 PM;
b) For floods in the Mekong Delta region, one bulletin is issued every three days at 9:30 AM; if the flood situation is complex, additional bulletins may be interspersed between the main bulletins;
c) For floods on other rivers, three bulletins are issued each day at 9:30 AM, 3:30 PM, and 9:30 PM; if the flood situation is complex, an additional bulletin may be issued at 3:30 AM.
Emergency Flood Bulletin
a) For floods on the Hong River and Thai Binh River, three main bulletins are issued each day at 9:30 AM, 3:30 PM, and 9:30 PM; if the flood situation is complex, additional bulletins may be interspersed between the main bulletins;
b) For floods in the Mekong Delta region, one bulletin is issued every two days at 9:30 AM; if the flood situation is complex, additional bulletins may be interspersed between the main bulletins;
c) For floods on other rivers, four main bulletins are issued each day at 3:30 AM, 9:30 AM, 3:30 PM, and 9:30 PM; if the flood situation is complex, additional bulletins may be interspersed between the main bulletins.
