Details of the Law on Data 2024 in Vietnam from July 1, 2025
Law on Data 2024 was passed by the National Assembly of the Socialist Republic of Vietnam, 15th Legislature, 8th Session on November 30, 2024.
The Law on Data 2024 stipulates digital data; creation, development, protection, management, processing, and use of digital data; National Data Center; National Data Repository; data products and services; state management of digital data; rights, obligations, and responsibilities of agencies, organizations, and individuals related to data activities.
The Law on Data 2024 is effective from July 1, 2025.

What are regulations on classification of data in Vietnam?
Based on Article 13 of the Law on Data 2024 regarding data classification:
Article 13. Data Classification
- State agencies must classify data based on management, processing, and data protection requirements, including:
a) Classification according to data sharing characteristics includes: shared data, private data, open data;
b) Classification according to the importance of data includes: core data, important data, other data;
c) Classification according to other criteria meeting management, processing, and data protection requirements as determined by the data owner.
- Data owners, data managers not specified in Clause 1 of this Article must classify data according to the provisions of point b, Clause 1 of this Article and may classify data according to other criteria.
- The Government of Vietnam specifies criteria for determining core data and important data.
According to the above provisions, data is classified by state agencies based on management, processing, and data protection requirements, including:
- Classification according to data sharing characteristics includes: shared data, private data, open data
- Classification according to the importance of data includes: core data, important data, other data
- Classification according to other criteria to meet management, processing, and data protection requirements as determined by the data owner
Note: Data owners, data managers not affiliated with state agencies must classify data according to the importance of the data and may classify data according to other criteria.
What are requirements for infrastructure of National Data Center in Vietnam?
Pursuant to Article 30 of the Law on Data 2024 regarding the infrastructure of the National Data Center:
Article 30. Infrastructure of the National Data Center
- The infrastructure of the National Data Center must be designed, built, and utilized to meet the following requirements:
a) Ensuring standards, technical regulations for data centers; international technical requirements; compatible with information and communication infrastructure planning; protection against bombs, terrorism, natural disasters; environmental protection; energy-saving;
b) Have solutions to ensure security, confidentiality to control, detect, prevent attacks, intrusions, sabotage; ensure the system's readiness, with a design including reserves to be ready in case of expansion when necessary;

According to the above provisions, the infrastructure of the National Data Center must be designed, built, and utilized to meet the following requirements:
- Ensuring standards, technical regulations for data centers
- International technical requirements
- Compatible with information and communication infrastructure planning
- Protection against bombs, terrorism, natural disasters
- Environmental protection
- Energy efficiency
- Have solutions to ensure security, confidentiality to control, detect, prevent attacks, intrusions, sabotage
- Ensure the system's readiness, with a design including reserves to be ready in case of expansion when necessary
- Ensure the main IT components of the National Data Center, including:
+ National Data Repository
+ Data sharing and coordination platform
+ National Public Service Portal
+ Data processing and resource allocation technology infrastructure
+ Data analysis system serving management and administration
+ Systems, software for managing, exploiting, providing data services, open data portals, data service portals
+ Other platforms, software, operational systems as decided by the Government of Vietnam and the Prime Minister of the Government of Vietnam.
