Customer Care Messages from Telecommunications Enterprises: An Overview

According to Clauses 1, 2 of Article 3 of Decree 91/2020/ND-CP (effective October 1, 2020), it is stipulated:

Advertising messages, advertising emails, advertising phone calls are messages, emails, phone calls meant to introduce to the public products, goods, services with profit-making purposes; products, services without profit-making purposes; organizations, individuals doing business in products, goods, services being introduced, except for news; social policies; personal information; customer care messages from telecommunications enterprises.

Customer care messages from telecommunications enterprises are messages sent by telecommunications enterprises to their customers currently using telecommunications services solely to inform about the activities, utility features of those telecommunications services.

Thus, customer care messages from telecommunications enterprises are not considered advertising messages as per the regulations in Decree 91/2020/ND-CP.
