Construction of an Identification Scheme
According to Clause 1, Article 7 of Decision 20/2020/QD-TTg (effective from September 15, 2020), it is stipulated:
Groups of agencies and organizations as prescribed in Article 6 of this Decision, when connecting and sharing data with ministries, central authorities, and local authorities, must build an identification schema for their group of agencies and organizations. This schema must include the components specified in Clause 2 of this Article and be submitted to the Ministry of Information and Communications for aggregation, publication, and to ensure that the identification schema code is not duplicated.
Pursuant to the provisions of Article 6: The electronic identification code of agencies and organizations not under the scope of Articles 4 and 5 of the Decision (i.e., not the electronic identification codes of ministries, central authorities, local authorities; enterprises, cooperatives, and business households) must build an identification schema.
According to Clause 2, Article 7, the components of the identification schema include:
- Identification schema code;- Name of the electronic identification system;- Purpose and scope of application;- Issuing agency or organization;- Structure of the identifying code of the agency or organization in the identification schema;- Description of the agencies and organizations under the identification schema;- Notes on the use of the electronic identification code;- Date of issuance of the identification schema code;- Other notes (if any) for cases where the agency or organization building the identification schema needs to provide additional description beyond the contents specified in points a to h of this clause.
