What standards and conditions must transferred officials meet?
Scope, Subjects, and Titles for Cadre Transfer Regulations
Based on Article 4 of Regulation 65-QD/TW of 2022, regulations on scope, subjects, and titles for transfer are as follows:
- Scope
Transfers from higher levels to lower levels, from lower levels to higher levels, from one locality to another; between organizations of the same level within the political system.
- Subjects
- Cadres planned for leadership and management positions at various levels.
- Cadres transferred to implement the policy of assigning key provincial and district leaders who are not locals and cadres who do not hold the same head position for more than two consecutive terms in one locality, agency, or unit, including: Party Committee Secretaries, Chairpersons of People's Committees, Chief Justices of People's Courts, Heads of People's Procuracies, and heads of provincial and district police, inspection, finance, tax, and customs departments.
- Other cases considered and decided by competent authorities.
- Principles for Assigning Titles during Transfers
The basic principle is to assign a position equivalent to the current position. In necessary cases, competent authorities may consider and decide on assigning a higher position for cadres who demonstrate outstanding qualities and capabilities and can meet the requirements of the projected position.
Standards and Conditions for the Transfer of Cadres
Based on Article 5 of Regulation 65-QD/TW of 2022, the standards and conditions for transfers are as follows:
Cadres must have firm political ideology, good ethical qualities; professional competence, political theory, working capabilities and development potential; and meet the standards and conditions prescribed for the position to be held when transferred.
Cadres must have sufficient health and at least 10 years of working time remaining from the time of transfer. Special cases will be considered and decided by competent authorities.
