Issuance of the Circular 17/2024/TT-BCA on guidelines for the Law on Identification in Vietnam
On May 16, 2024, the Minister of Public Security issued Decree 17/2024/TT-BCA providing detailed regulations and measures for the implementation of the Law on Identification, which takes effect from July 1, 2024.
Decree 17/2024/TT-BCA specifies the following issues:
- Details and measures for the implementation of electronic identification card
- Content displayed on the identification card regarding residence information
- Content displayed on the identification card in cases where there is no or incomplete information about place of birth, birth registration, hometown, ethnicity, religion
- Procedures for collecting, issuing, and renewing mobile identification cards when necessary
- Agreement on the use of national identification application
- Forms used in issuing and managing identification cards
- Forms used in collecting, updating, adjusting, integrating, confirming, and exploiting information in the National Database on Population and the Identification Database
- Responsibilities of units and local police in the process of issuing and managing identification cards.

In what form is the electronic identification card in Vietnam presented?
Based on Article 3 of Decree 17/2024/TT-BCA, the forms of displaying electronic identification card are as follows:
Forms of displaying electronic identification card:
1. The electronic identification card is displayed in the form of an image of the identification card or citizen identification card that is still valid, and other information stored and integrated into the electronic identification card in character form. The electronic identification card is created by the identification card management agency of the Ministry of Public Security with its own symbol to ensure accuracy and integrity according to the regulations on electronic transactions.
2. The electronic identification card is accessed and used through an electronic identification account on the national identification application; it is regularly updated with relevant information regarding the issuance, management, and integration of information on the identification card.
As regulated above, the electronic identification card is displayed in the form of an image of the identification card or citizen identification card that is still valid, and other information is stored and integrated into the electronic identification card in character form.
What information regarding residence is displayed on the identification card in Vietnam?
Based on Article 4 of Decree 17/2024/TT-BCA, the information regarding residence displayed on the identification card is as follows:
Information regarding residence displayed on the identification card:
1. The information regarding residence displayed on the identification card is the permanent address of the cardholder.
2. In cases where the applicant for the identification card does not have a permanent address but has a temporary address, the information regarding residence displayed on the identification card is the temporary address of the cardholder.
3. In cases where the applicant for the identification card does not have a permanent address or a temporary address due to not meeting the requirements for permanent or temporary residence registration, the information regarding residence displayed on the identification card is the current place of residence of the cardholder.
4. In cases where the applicant for the identification card does not have information regarding residence in the National Database on Population, the identification card management agency is responsible for guiding the citizen to complete the procedures for permanent or temporary residence registration or declaration of residence information. For Vietnamese citizens residing abroad without a residence in Vietnam, the information regarding residence displayed on the identification card is the foreign residential address (with Vietnamese phonetic transcription specified).
As regulated above, the information regarding residence displayed on the identification card is the permanent address of the cardholder.
In cases where there is no permanent address but there is a temporary address, the information regarding residence displayed on the identification card is the temporary address of the cardholder.
In cases where there is no permanent address or temporary address due to not meeting the requirements for permanent or temporary residence registration, the information regarding residence displayed on the identification card is the current place of residence of the cardholder.
