Based on Article 46 of the 2023 Identification Law, the provisions regarding transition are as follows:

1. ID cards that were issued before the effective date of this Law and are still valid until the expiry date printed on the card shall remain valid for use, except as specified in Clause 3 of this Article. Citizens may apply to have their ID cards replaced with the new ID cards if they wish.
2. 9-digit ID cards that have validity beyond December 31, 2024, shall remain valid until December 31, 2024. Legal documents that have been issued and utilize information from the 9-digit ID card or citizen ID card shall retain their legal value, and state agencies shall not require citizens to change or adjust the information on their ID cards or citizen ID cards in the issued documents.
3. ID cards and 9-digit ID cards that expire between January 15, 2024, and June 30, 2024, shall remain valid until June 30, 2024.
4. The provisions on the use of ID cards and citizen ID cards in legal documents issued before the effective date of this Law shall continue to be applied to the new ID cards specified in this Law until those legal documents are amended, supplemented, or replaced.
According to the above regulations, 9-digit ID cards that are still valid beyond December 31, 2024, can be used until December 31, 2024, and citizens are required to apply for a new identification card.
In cases where 9-digit identification cards expire between January 15, 2024, and before June 30, 2024, they can be used until June 30, 2024, and citizens are required to apply for a new identification card.

What are procedures for issuing an ID card for individuals aged 14 and older under the 2023 Identification Law in Vietnam?
Based on Clause 1 Article 23 of the 2023 Identification Law, the sequence and procedures for issuing an ID Card to individuals aged 14 and above are as follows:
Step 1: The receiving person checks and verifies the information of the applicant from the national population database, national databases, and specialized databases to accurately determine the identity of the applicant.
Note: In case there is no information of the applicant in the national population database, the procedures for updating and adjusting the information in the national population database must be followed, as specified in Clauses 1, 2, and 3 of Article 10 of the 2023 Identification Law.
Step 2: The receiving person collects the biometric and identity information, including facial image, fingerprints, and iris of the applicant.
Step 3: The applicant checks and signs the receipt of the ID card information.
Step 4: The receiving person issues a return appointment slip for the ID card.
Step 5: The ID card is returned at the designated location specified in the appointment slip. In case the applicant requests to collect the ID card at a different location, the relevant identification card authority will return the card at the requested location, and the applicant will be responsible for any delivery service fees.
Note:
- In case the individual lacks legal capacity or faces difficulties in cognition and behavior control, they must have a legally authorized representative to assist with the procedures as stipulated in Clause 1 of Article 23 of the 2023 Identification Law.
- In case of refusal to issue the ID card, the ID card authority must provide a written response stating the reason for the refusal.
