Do members of the Communist Party of Vietnam have the right to express their opinions?

According to Article 3 of the Charter of the Communist Party of Vietnam 2011:

Article 3.

Party members have the right to:

  1. Be informed and discuss issues regarding the Political Platform, Charter of the Communist Party, guidelines, policies of the Party; vote on matters of the Party.
  1. Nominate, recommend, and vote for leadership positions at all levels of the Party as stipulated by the Central Executive Committee.
  1. Criticize, question the activities of party organizations and members at all levels within the organization; report and propose to responsible agencies and request responses.
  1. Present opinions when the party organization provides feedback, decides on work or disciplines them.

Provisional Party members have the above rights, except for the right to vote, nominate, and elect Party leadership bodies.

Thus, members of the Communist Party of Vietnam have the right to express their opinions when the party organization reviews, makes work decisions, or disciplines them.

Can provisional members of the Communist Party of Vietnam recommend someone to join the Communist Party of Vietnam?

Based on Clause 2, Article 4 of the Charter of the Communist Party of Vietnam 2011:

Article 4.

The procedure for admitting party members (including re-admission):

  1. A person joining the Communist Party must:

- Voluntarily submit an application to join the Communist Party;

- Report their background honestly to the cell;

- Be recommended by two official Party members.

Where there is a Ho Chi Minh Communist Youth Union organization, persons joining the Party within youth age must be union members, be recommended by the base union executive committee and an official Party member.

In agencies and enterprises where there is no Ho Chi Minh Communist Youth Union organization, persons joining the Communist Party must be union members, be recommended by the base union executive committee and an official Party member.

2. The person recommending must:

- Be an official Party member and have been working with the person joining the Party for at least one year;

- Report to the cell about the background, qualities, abilities of the person joining the Party and be responsible for their recommendation. If there is any unclear information, report it for the cell and higher levels to consider.

  1. Responsibilities of the cell and committee:

- Before the cell considers and recommends admission, the cell committee checks the conditions of the person joining the Party and solicits comments from the organization where the person works.

The political history of the person joining the Communist Party must follow the regulations of the Central Executive Committee.

- The cell considers and recommends each individual, when at least two-thirds of the official party members in the cell approve, they recommend to higher levels; when receiving approval from higher levels, the cell organizes an admission ceremony for each individual.

- The base Party committee considers, if at least two-thirds of the committee members agree on admission, they report to the immediate higher committee.

Thus, provisional members of the Communist Party of Vietnam are not allowed to recommend someone to join the Communist Party of Vietnam. The person who recommends individuals to join the Communist Party of Vietnam must meet the following criteria:

- Be an official Party member and have been working with the person joining the Party for at least one year.

- Report to the cell about the background, qualities, abilities of the person joining the Party, and be responsible for their recommendation. If there is any unclear information, report it for the cell and higher levels to consider.
