Based on Article 2 of the Residence Law 2020:
Article 2. Explanation of terms
In this Law, the terms below are understood as follows:
- Legal residence is a place used for living, which is under the ownership or usage rights of a citizen, including houses, boats, ships, other moveable vehicles, or other residences as prescribed by law.
- Residence is the act of a citizen living at a location within a commune-level administrative unit or a district-level administrative unit where there is no commune-level administrative unit (hereinafter collectively referred to as commune-level administrative unit).
- The database on residence is a specialized database that aggregates information about the residence of citizens, digitized, stored, and managed by information infrastructure, connected and shared with the National Population Database and other databases as prescribed by law.
- The residence registration agency is the agency directly managing residence to carry out the registration of citizens' residence, including commune, ward, and commune-level town police; district, district-level town, provincial city, centrally-run city police where there is no commune-level administrative unit.

Based on Article 11 of Decree 154/2024/ND-CP specifying 15 pieces of information about citizens in the Database on Residence from January 10, 2025:
[1] Residence dossier number.
[2] The following information:
- Full name at birth.
- Other names.
- Personal identification number.
- Date of birth.
- Gender.
- Place of birth.
- Birth registration place.
- Native place.
- Ethnicity.
- Religion.
- Nationality.
- Blood type.
- 09-digit ID card number.
- Issue date, place of issue, and expiration of ID card, 12-digit identity card, citizen ID card already issued.
- Full name, personal identification number, 09-digit ID card number, nationality of father, mother, spouse, children, legal representative, represented person.
- Marital status.
- Relationship with household head.
- Full name, personal identification number, 09-digit ID card number of the household head and family members.
- Date of death or disappearance.
- Mobile subscriber number, email address.
- Occupation, except for the People's Army, People's Public Security, Cipher Force.
[3] Other names.
[4] Permanent residence, start time to permanent residence; reason, time of cancellation of permanent residence registration.
[5] Temporary residence, start time to temporary residence, duration of temporary residence; reason, time of cancellation of temporary residence registration.
[6] Temporary absence declaration status, object of temporary absence declaration, temporary absence period, destination during temporary absence, end time of temporary absence.
[7] Current residence, start time to current residence.
[8] Lodging place, lodging time.
[9] Criminal record.
[10] Administrative violations.
[11] Imposed preventive measures.
[12] Expungement of criminal records.
[13] Number, name of agency, person authorized to issue, date of issuance of document for Vietnamese nationality acquisition, Vietnamese nationality renunciation, Vietnamese nationality revocation, cancellation of decision for nationality acquisition.
[14] Number, date, month, year, and agency of decision issued for wanted list, search, or removal from wanted list.
[15] Other information about citizens integrated and shared from other databases.
What are sources of information in the Database on Residence in Vietnam?
Based on Article 13 of Decree 154/2024/ND-CP stipulating the collection, updating, adjustment, management, connection, sharing, and exploitation of information in the Database on Residence:
Article 13. Collection, updating, adjustment, management, connection, sharing, and exploitation of information in the Database on Residence
- Information in the Database on Residence is collected, updated, and adjusted from the following sources:
a) Information shared, synchronized from the National Population Database, the ID Database, and other national, specialized databases;
b) From archives managed by the People's Public Security force; residence registration and management dossiers; results of administrative procedures and public services;
c) Information digitized and provided by organizations and individuals;
d) Information from other sources as prescribed by law.
