On February 18, 2025, the National Assembly issued Resolution 179/2025/QH15 regarding the number of members in the Standing Committee of the 15th National Assembly.
Article 1 of Resolution 179/2025/QH15 stipulates that the number of members in the Standing Committee of the 15th National Assembly is 19, including the Chairperson of the National Assembly, 6 Vice Chairpersons of the National Assembly, and 12 members of the Standing Committee of the National Assembly.
Resolution 179/2025/QH15 takes effect from February 18, 2025.

Which agency shall decide the number of members of the National Assembly Standing Committee of Vietnam?
Pursuant to Article 73 of the 2013 Constitution:
Article 73.
- The Standing Committee of the National Assembly is the regular agency of the National Assembly.
- The Standing Committee of the National Assembly includes the Chairperson of the National Assembly, the Vice Chairpersons of the National Assembly, and the Members.
- The number of members of the Standing Committee of the National Assembly is decided by the National Assembly. Members of the Standing Committee of the National Assembly cannot simultaneously be members of the Government of Vietnam.
- The Standing Committee of the National Assembly of each term of the National Assembly performs its duties and powers until the new National Assembly elects the Standing Committee of the National Assembly.
According to the above regulations, the number of members of the Standing Committee of the National Assembly is decided by the National Assembly.
Members of the Standing Committee of the National Assembly cannot simultaneously be members of the Government of Vietnam.
What are the duties and powers of the Standing Committee of the National Assembly of Vietnam?
Based on Article 74 of the 2013 Constitution, the Standing Committee of the National Assembly has the following duties and powers:
- Organizing the preparation, convening, and chairing of National Assembly sessions
- Issuing ordinances on matters assigned by the National Assembly; interpreting the Constitution, laws, and ordinances
- Supervising the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, resolutions of the Standing Committee of the National Assembly; overseeing the activities of the Government of Vietnam, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, and other agencies established by the National Assembly
- Suspending the enforcement of documents from the Government of Vietnam, the Prime Minister, the Supreme People's Court, the Supreme People's Procuracy that are contrary to the Constitution, laws, resolutions of the National Assembly and presenting to the National Assembly to decide on abolishing such documents at the closest session; abolishing documents from the Government of Vietnam, the Prime Minister, the Supreme People's Court, the Supreme People's Procuracy that are contrary to ordinances, resolutions of the Standing Committee of the National Assembly
- Directing, coordinating, and coordinating activities of the Nationality Council and Committees of the National Assembly; guiding and ensuring the conditions for the activities of the deputies of the National Assembly
- Proposing the National Assembly to elect, dismiss, and remove the President, the Chairperson of the National Assembly, the Vice Chairpersons of the National Assembly, members of the Standing Committee of the National Assembly, the Chairperson of the Nationality Council, the Chairperson of the Committees of the National Assembly, the Chairperson of the National Election Council, the State Auditor General
- Supervising and guiding the activities of People's Councils; annulling resolutions of People's Councils of provinces, cities directly under central authority contrary to the Constitution, laws, and documents of higher state agencies; dissolving People's Councils of provinces, cities directly under central authority in case those Councils seriously damage the interests of the People
- Deciding on the establishment, dissolution, merger, division, and adjustment of administrative boundaries below the provincial level, cities directly under central authority
- Deciding on declaring a state of war in cases where the National Assembly cannot convene and reporting to the National Assembly for a decision at the closest session
- Deciding on general mobilization or partial mobilization; declaring and abolishing emergency states nationwide or in each locality
- Conducting the foreign relations of the National Assembly
- Approving the proposal to appoint, dismiss ambassadors extraordinary and plenipotentiary of the Socialist Republic of Vietnam
- Organizing referendums as decided by the National Assembly
