What is the current fee for issuance of citizen identification card in Vietnam?
Pursuant to Clause 1 Article 1 of the Circular 44/2023/TT-BTC stipulating fee for issuance of citizen identification card as follows:
From July 1, 2023 to the end of December 31, 2023, fees for citizen ID card issuance shall be equal to 50% of the fees prescribed in Article 4 of Circular 59/2019/TT-BTC.
According to Article 4 of Circular 59/2019/TT-BTC, the fees for issuing a citizen identification card are as follows:
- Citizens who change from a 9-digit or 12-digit identity card to a national identity card: VND 30,000/citizen identification card.
- Replacement of national identity cards when they are damaged and cannot be used; change of information about surname, middle name, name; physical characteristics; re-identification of gender, hometown; errors in information on the card; when citizens request: VND 50,000/citizen identification card.
- Reissue of national identity cards when the citizen identification card card is lost, returned to Vietnamese citizenship under the provisions of the Vietnamese Nationality Law: VND 70,000/citizen identification card.
Thus, the fee for making a citizen identification card is currently regulated as follows:

According to Clause 1 Article 5 of Circular 59/2019/TT-BTC, cases of exemption of fee for issuance of citizen identification card in Vietnam are as follows:
Exemption cases
1. Fee exemption cases
a) Replacement of citizen identification cards when the government changes the administrative divisions;
b) Replacement or reissue of citizen identification cards for citizens who are parents, spouses, children under the age of 18 of martyrs; war invalids, people enjoying the same policies as war invalids; children under the age of 18 of war invalids and people enjoying the same policies as war invalids; disabled soldiers; citizens residing in border communes; citizens residing in islands; ethnic minorities in communes with particularly difficult socio-economic conditions; citizens belonging to poor households as prescribed by law;
c) Replacement or reissue of citizen identification cards for citizens under the age of 18, orphaned by both parents, with no shelter.

Therefore, the following cases are exempt from the fee for making a citizen identification card:
(1) Replacement of citizen identification cards when the government changes the administrative divisions;
(2) Replacement or reissue of citizen identification cards for citizens who are the following subjects:
- Parents, spouses, children under the age of 18 of martyrs;
- War invalids, people enjoying the same policies as war invalids;
- Children under the age of 18 of war invalids and people enjoying the same policies as war invalids;
- Disabled soldiers;
- Citizens residing in border communes;
- Citizens residing in islands;
- Ethnic minorities in communes with particularly difficult socio-economic conditions;
- Citizens belonging to poor households as prescribed by law;
(3) Replacement or reissue of citizen identification cards for citizens under the age of 18, orphaned by both parents, with no shelter.
What are cases not required to pay the fee for issuance of citizen identification card in Vietnam?
According to Clause 2 Article 5 of Circular 59/2019/TT-BTC, cases that are not required to pay the fee for issuance of citizen identification card in Vietnam are as follows:

2. Cases not required to pay the fee
a) Citizens aged 14 or older applying for a national identity card for the first time in accordance with Article 19, Clause 2, Article 32 of the Identity Card Law;
b) Replacement of national identity cards in accordance with Article 21 and Point a, Clause 3, Article 32 of the Identity Card Law;
c) Replacement of national identity cards when there are errors in the information on the national identity card due to the error of the identity card management agency.
Therefore, the cases that do not require the fee for making a national identity card include:
(1) Citizens aged 14 or older applying for a national identity card for the first time.
(2) Replacement of national identity cards in the following cases:
+ The national identity card must be replaced when the citizen reaches the age of 25, 40, and 60.
+ The national identity card was issued, replaced, or reissued within 2 years before the age at which the national identity card must be replaced.
(3) Replacement of national identity cards when there are errors in the information on the national identity card due to the error of the identity card management agency.
