What is full completion of legal basis for regulations on digital transformation of the Customs sector in the period from 2021 to 2025 in Vietnam?

According to Sub-section 3.3, Section 3, Section IV, Part II, the plan on transforming the number of Customs sectors by 2025, with orientation to 2030, promulgated together with Decision 707/QD-TCHQ in 2022, stipulates as follows:

3.3. Fully complete the legal basis for: (i) implementation of administrative procedures under the National Single Window, the ASEAN Single Window; (ii) provide onlinepublic utilities and servicesfor people and businesses; (iii) connecting, exchanging and sharinginformationbetween state management agencies and related parties in order to improve the efficiency of direction and administration as well as to facilitate trade.

What are formulation and submit to competent authorities for promulgation a Decree stipulating the connection and sharing of information in the fields of export and import in the digital transformation of the Customs sector in the period of 2021-2025 in Vietnam?

In Sub-section 3.2, Section 3, Section IV, Part II, the plan on transforming the number of Customs sectors by 2025, with orientation to 2030, promulgated together with Decision 707/QD-TCHQ in 2022, stipulates as follows:

3.2. Formulate and submit to competent authorities for promulgation a Decree stipulating the connection and sharing of information in the fields of export, import, goods transit, exit, entry, transit of people and means of transportation facilities under the national single window.

- The promulgation of the Decree aims to create favorable conditions for parties involved in the management, transportation and trading of imported, exported and transited goods; manage people and means of entry, exit and transit through the exchange of information, electronic records and documentsrelated to the above subjects. The content of the decree comes from the urgent need for information exchange of all stakeholders. The scope of the Decree not only encapsulates the exchange of information between state agencies, but also extends to agencies, organizations and businesses involved in management as well as import-export activities and transit in and out of the country, contributing to the realization of information exchange between Vietnamese government agencies and government agencies of other countries according to treaties and agreements that Vietnam has signed or acceded to. especially new generation FTAs) to facilitate trade while ensuring effective and efficient control and management.

- Issue a Decree to solve the inadequacies in connection and information sharing. data between ministries and agencies has been specified in a number of specialized decrees of the Government as well as in order to solve difficulties and obstacles in the practice of information sharing under single window. 

- Promulgating a Decree to supplement a number of contents to contribute to ensuring the effective implementation of Decree No. 85/2019/ND-CP dated November 14, 2019 of the Government regulating the implementation of administrative procedures according to the Government's administrative procedures of national single window, ASEAN single window and specialized inspection for imported and exported goods.

What is strong implementation of digital transformation contents in the internal management of the Customs sector in the period of 2021-2025 in Vietnam?

Pursuant to Sub-section 4.1, Section 4, Section IV, Part II, the plan on transforming the number of Customs branches by 2025, with orientation to 2030, promulgated together with Decision 707/QD-TCHQ in 2022, stipulates as follows:

4.1. Contents of digital transformation in intra-industry management

4.1.1. Digitizing executive direction

- Implement the connection, integration and sharing of digital data with the Steering and Administration System of the Ministry of Finance and the Government Information and Reporting System.

- Developing the remote working system of the General Department of Customs; Online meeting and training.

- Applying 4.0 technology in supporting consulting and assisting leaders at all levels through virtual assistant activities on the basis of big data analysis and AI.

- Researching, building and implementing an operating management system, internal administration of the customs office with the maximum degree of automation on the basis of digital field, integrated, interconnected and synchronous with the technology system. customs information, the national and ASEAN Single Window system to meet the requirements of digital customs authorities in line with the general orientation of the Digital Government.

- Modernize the reception, advice and document processing of the General Office in the direction of automation, maximum application of modern 4.0 technology in processing incoming and outgoing documents, deploying the application digitally sign documents of customs authorities.

- Digitize , and manage on the system the incoming, outgoing documents and reports on use of electronic signatures instead of fresh scanned signatures (except for confidential documents).

- Digitizing and managing on the system of reports in the internal management work.

- Manage agendas, online meetings and meeting documents.

- Building an intra-industry information exchange system (chat) for:

+ Exchange of information;

+ Report problems;

+ Support to solve problems;

+ Executive direction;

4.1.2. Digitizing staff management

- Digitizing personnel records;

- Manage emulation and commendation work on the system;

- Manage the reports related to the emulation and commendation work on the system.

4.1.3. Digitizing training and training activities

- Build electronic lectures, videos of real cases, library of learning materials.

- Building and perfecting the online training and training system.

- Complete and upgrade Online Training Management System (LMS) and Learning Content Management System (LCMS).

- Developing and perfecting a simulation model that simulates all functions of the new customs management system and has the function of storing simulated data to serve practice activities of new IT systems for officials, civil servants and public employees of the Sector and serving training for the business community, ministries, branches and related parties in business-related declaration operations.

- Managing the capacity test of cadres, civil servants and public employees according to the job position.

4.1.4. Digitizing internal financial management

Management on the system of operations:

- Manage salary and human expenses

- Print management

- Manage budget allocation

- Asset Management

- Management of basic construction projects and IT application projects.

4.1.5. Digitizing inspection work

Management on the system of operations:

- Internal inspection and testing plan;

- Diary of internal inspection and examination;

- Conclusion of internal inspection and examination;

- Report on the results of the implementation of internal inspection conclusions.

4.1.6. Implement the application of digital signatures in the Customs sector to replace paper documents, in accordance with the requirements of using and transacting electronic documents, limiting documents.
