- Electronic authentication of the electronic identity of Vietnamese citizens is the activity of verifying and affirming the accuracy of the electronic identity through the extraction and comparison of information in the National Population Database, the ID Database via the electronic identification and authentication system.
17. An electronic ID card is the ID of Vietnamese citizens expressed through the electronic identification account created by the electronic identification and authentication system.
A national identification application is an application on digital devices serving electronic identification and authentication activities in processing administrative procedures, public services, and other transactions in the electronic environment, developing utilities to serve agencies, organizations, and individuals.
The national data center is the place that gathers, stores, processes, and coordinates information and data from databases and information systems to provide related applications and information infrastructure following the regulations of the Government of Vietnam.
Accordingly, an electronic ID card is the ID of Vietnamese citizens expressed through the electronic identification account created by the electronic identification and authentication system.

How many electronic ID cards can each Vietnamese citizen be issued?
According to Article 31 of the Citizenship Law 2023 regarding electronic ID cards, it states:
Electronic ID Card
1. Each Vietnamese citizen is issued 01 electronic ID card.
- The electronic ID card contains the electronic identity and the following information:
a) Information stipulated from clauses 6 to 18 and clause 25 of Article 9, clauses 2 and 4 of Article 15 of this Law;
b) Information stipulated in clause 2 of Article 22 of this Law integrated at the citizen's request and must be verified through national databases, specialized databases.
The electronic ID card is used to carry out administrative procedures, public services, transactions, and other activities according to the citizens' needs.
The head of the ID management agency under the Ministry of Public Security has the authority to issue electronic ID cards.
The Government of Vietnam stipulates the process, procedures for issuing electronic ID cards.
Therefore, as stipulated by law, each Vietnamese citizen is issued one electronic ID card.
Currently, the electronic ID card is used for carrying out administrative procedures, public services, transactions, and other activities according to the citizens' needs.
Guidelines for applying for an electronic ID card on VNeID in 2024?
According to Article 28 of Decree 69/2024/ND-CP, the electronic ID card is issued together with the issuance of a level 2 electronic identification account for Vietnamese citizens and is carried out according to the procedures stipulated in Article 10 of Decree 69/2024/ND-CP.
Accordingly, clause 2 of Article 10 of Decree 69/2024/ND-CP specifies the procedures for issuing an electronic ID card as follows:
Step 1: Citizens set up a level 1 electronic identification account on the national identification application and have been notified of the successful account registration results through the national identification application or through their primary mobile phone number or email address.
Step 2: Register for a level 2 electronic identification account along with the issuance of an electronic ID card
- Citizens go to the Police of the commune, ward, commune-level town, or ID management agency regardless of residence location, present their valid citizen ID card, valid ID card and carry out the procedures for level 2 electronic identification account issuance;
- Citizens provide complete and accurate information on the Request Form for electronic identification account issuance; in which they clearly state their primary mobile phone number, email address (if any), and other information requested for integration into the electronic ID card (if needed) to the receiving officer;
- The receiving officer enters the information provided by the citizens into the electronic identification and authentication system for verification; verifies the face and fingerprint of the citizens performing the procedures with the ID Database;
- The electronic identification and authentication management agency conducts verification of the citizens' information requested for level 2 electronic identification account issuance and notifies the registration result of level 2 electronic identification account issuance through the national identification application or primary mobile phone number or email address;
Note: The issuance of the electronic ID card is carried out simultaneously with the level 2 electronic identification account (on VNeID).
Can persons lacking civil act capacity be issued an electronic ID card?
According to Article 22 of the Civil Code 2015, the following stipulation applies to persons lacking civil act capacity:
Lacking Civil Act Capacity
- When a person suffers from a mental illness or other illness that renders them unable to perceive or control their actions, at the request of the person with relevant rights and interests or of relevant agencies, organizations, the Court issues a decision declaring that person to lack civil act capacity on the basis of a psychiatric forensic examination conclusion.
When there is no longer a basis for declaring a person to lack civil act capacity, at the request of that person or the person with relevant rights and interests or relevant agencies, organizations, the Court issues a decision to annul the declaration of lacking civil act capacity.
- Civil transactions of a person lacking civil act capacity must be established and performed by their legal representative.
Additionally, Article 19 of the Citizenship Law 2023 stipulates:
Persons Issued an ID Card
Persons who are issued an ID card are Vietnamese citizens.
Vietnamese citizens aged 14 and over must undertake the procedure for ID card issuance.
Vietnamese citizens under 14 years old are issued an ID card upon request.
Currently, persons who are generally issued an ID card, including electronic ID cards, are Vietnamese citizens. Presently, there are no regulations prohibiting persons lacking civil act capacity from being issued an electronic ID card.
Therefore, persons lacking civil act capacity can still be issued an electronic ID card. However, the issuance must follow the current prescribed procedures.
