What are standards for military service in 2024 in Vietnam?

Pursuant to Article 4 of Circular 148/2018/TT-BQP regulating drafting requirements as follows:

1. Age:

a) Citizens from the age of 18 to under 26.

b) Graduate male citizen who enters university or college and postpones conscription for a training course of a level will be drafted until he turns 28.

2. Political requirements:

a) Comply with Joint Circular No. 50/2016/TTLT-BQP-BCA dated April 15, 2016 of the Minister of National Defense – the Minister of Public Security on provisions for political requirements for conscripting citizens into the Vietnamese People’s Army.

b) Drafting for crucial and classified agencies, units and positions in the Army; ceremonial battalion; professional National Guards and Military shall comply with regulations and law of the Ministry of National Defense.

3. Health requirements:

a) Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.

b) Drafting for agencies, units and positions specified in Point b Clause 2 of this Article must ensure separate standards as regulated by the Ministry of National Defense.

c) Do not conscript citizens with health type 3 and eye disorders (1.5 dioptre myopia or higher, hypermetropia at all degrees); drug addicts, those contracted with HIV, AIDS.

4. Cultural requirements:

a) Draft citizens who finished 8th grade or higher in descending order. In areas where the drafting quota cannot be guaranteed due to hardship, request the competent authorities to consider and decide to draft citizens who finished 7th grade.

b) Communes in remote and isolated areas, in areas with economic - social hardships according to regulations and law; ethnic minorities below 10,000 people shall draft no more than 25% of the citizens who finished primary education and the citizens who finished lower secondary education are drafted to fill the rest.

- Electrical, electronics and telecommunications engineering: Electrical engineering; Electronic engineering; Radar - navigation techniques; Telecommunications engineering; Cryptographic techniques;

+ Microbiology;

+ Medical parasites;

+ Epidemiology;

+ Pharmacology and toxicology;

+ Anesthesia and resuscitation;

+ Emergency resuscitation and anti-poisoning;

- Performing arts: Music composition; Vocal music; Theater scriptwriter; Theater actor; Stage director; Film and television screenwriter; Theater and film actor; Film and television director; Film; Dancer; Choreographer; Dance training;

- Audiovisual arts: Photography; Film and television technology; Sound and lighting design;

- Foreign languages ​​and cultures: English language; French language; Russian; German language; Chinese; Japanese language; Korean language and Southeast Asian languages;

- Archives - Archives - Museums: Archives, Museum studies;

- Finance;

- Accountant;

- Law: Economic law; International law;

- Computer and information technology: Computer science; Communications and computer networks; Software technology; Information system; Information technology; Applied informatics;

- Engineering technology: Electrical, electronic and telecommunications engineering technology; Chemical, materials, metallurgical and environmental technology;

+ Programming/System Analysis;

+ Website design and management;

+ Office information system;

- Engineering technology: Electrical, electronic and telecommunications engineering technology; Chemical, materials, metallurgical and environmental technology;

- Medicine, Pharmacy: Midwife; Nursing; Traditional medicine; Dentomaxillofacial; Pharmacy;

- Finance - Accounting: Finance, Administrative accounting, Labor accounting, wages and social protection;

- Archives - Archives - Museum: Archives - Archives, Storage and information management;

- Performing arts:

+ Composing music;

+ Vocal music;

+ Stage scriptwriter;

+ Theater and theater actor;

+ Stage director;

What benefits do female citizens enjoy when participating in military service in Vietnam?

Pursuant to Decree 27/2016/ND-CP stipulating that female citizens who serve in the military are entitled to the following benefits:

While serving in the army

(1) Annual leave prescribed in Article 3 of Decree 27/2016/ND-CP is as follows:

1. From the 13th month on service, an active non-commissioned officer or soldier has an annual leave of 10 days (exclusive of the travel time) and receive allowances for travel cost under current regulations.

2. For non-commissioned officers and soldiers who have studied in military or non-military schools or institutes for at least one year and have a summer vacation between two academic years, such vacation shall be considered period of leave and payment for travel cost shall be made as per current provisions. 

3. If leave cannot be granted due to a combat situation or threat thereof or difficulty in travel, the leave will be converted into an amount of money.  The payment for one leave day shall be equal to the daily meal allowance of a non-commissioned officer/foot soldier.

4. For non-commissioned officers/soldiers who have used up their annual leave, if their family suffer from natural disaster or a serious fire or their parents, parents-in-law; lawful fosterer; spouse; children or legally-adopted children pass away or they gain remarkable achievements during duty performance, they will be given a special leave of a period of no more than 5 days (exclusive of the travel time) and receive an allowance for travel.

(2) Additional allowances and incentive allowances specified in Article 4 of Decree 27/2016/ND-CP are as follows:

- In addition to the military rank allowances entitled to according to regulations, female citizens serving in the military whose active service period is decided by the Minister of National Defense will be entitled to a monthly allowance from the twenty-fifth month receive an additional 250% of the current military rank allowance.

- Female citizens serving in the military are entitled to a monthly incentive allowance of 0.2 compared to the base salary equivalent to 360,000 VND (the current base salary is 1,800,000 VND/month according to regulations in Decree No. Decree 24/2023/ND-CP )

(3) Other regimes and policies specified in Article 5 of Decree 27/2016/ND-CP are as follows:

1. They shall be exempt from postage when sending money, mailers or parcels and provided with 4 letter stamps/month of which the price is regulated by the Ministry of Information and Communications and monthly rank allowances in the same period.

2. Non-commissioned officers and soldiers who are members of poor household or students who have taken loans from Vietnam Bank for Social Policies shall be eligible for an interest-free deferral of loan repayment during the service period under current regulations.

3. Active non-commissioned officers and soldiers who satisfy standards for political quality, ethics, culture, health and age may sit the entrance exam as regulated by the Ministry of National Defense and shall be given plus points when sitting entrance examinations as currently regulated.

When demobilized from the army

Article 7 of Decree 27/2016/ND-CP stipulates the lump-sum demobilization allowance as follows:

1. In addition to one-off benefits from social insurance under law provision on social insurance, the discharged non-commissioned officer/soldier shall receive one-off discharge allowances; the allowances for one year serving in the military force shall be equal to the amount of 2 month’s statutory pay as regulated by the Government at the time of discharge.  Allowance for an incomplete year: Less than 1 month: no allowance; 1 – 6 months: 1 month’s statutory pay; from more than 6 months to 12 months: 2 month’s statutory pay. 

2. Non-commissioned officers/soldiers who have served in military force for 30 months inclusive shall receive an additional allowance equal to 2 month’s current monthly rank allowances when discharged; if discharged prior to the time mentioned above, an additional allowance of 1 month’s current monthly rank allowances shall be paid for the period from the 25th month to the 30th month.

3. Non-commissioned officers/soldiers who fulfill their duty of military service as specified in the Law of Military Duty shall receive allowances for job creation equal to 6 month’s basic salary when being discharged as regulated by the Government on the discharge day.

4. Discharged non-commissioned officers/soldiers will have a farewell meeting before discharge held by their supervisory authority with the cost of VND 50,000/person; and taken back to their residence place as regulated or provided with an allowance for travel.

Article 8 of Decree 27/2016/ND-CP stipulates that female citizens when discharged from the military will be supported with vocational training and job creation.

Note: The base salary from July 1, 2023 is 1,800,000 VND/month (Regulated in Decree 24/2023/ND-CP )
