The Chairman of the Counting Committee shall report the results of the vote in case of voting by secret ballot.

4. The voting shall be carried out in accordance with the principle of directness, and no National Assembly member shall vote on behalf of another National Assembly member. The National Assembly members have the right to vote for, against, or abstain.

What are regulations on meetings held by the National Assembly Ethnic Council, the Committees of the National Assembly in Vietnam?

Article 22 of the Rules of the National Assembly meetings, issued together with Resolution 71/2022/QH15 (effective from March 15, 2023), stipulates the following on the meetings held by the National Assembly Ethnic Council and the Committees of the National Assembly:

1. The National Assembly Ethnic Council and the Committees of the National Assembly shall organize meetings to discuss and consider issues included in the program of the National Assembly session.

In case the meeting is organized outside the working hours according to the program of the National Assembly session that has been decided by the National Assembly, the National Assembly Ethnic Council or the Committee of the National Assembly shall inform the Secretary General of the National Assembly to summarize and report to the Chairman of the National Assembly; in case the meeting is organized during the same time as the meetings that have been decided by the National Assembly in the program of the National Assembly session, it shall report to the Chairman of the National Assembly for consideration and decision.

2. National Assembly members who are not members of the National Assembly Ethnic Council or the Committee of the National Assembly have the right to register or be invited to attend the meeting. The National Assembly Ethnic Council or the Committee of the National Assembly shall be responsible for informing the National Assembly members about the organization of the meeting so that they know and register to attend the meeting.

3. The organization of the meetings of the National Assembly Ethnic Council and the Committees of the National Assembly shall be carried out in accordance with the Working Regulations of the National Assembly Ethnic Council and the Committees of the National Assembly.

2. National Assembly members, representatives of agencies, organizations, and individuals related to the issues under discussion may be invited to attend the meetings of the Standing Committee of the National Assembly.

3. The organization of the meetings of the Standing Committee of the National Assembly shall be carried out in accordance with the Working Regulations of the Standing Committee of the National Assembly.
