According to Point a, Clause 2, Article 3 of the Regulations on the Position Standards for Trade Union Leadership and Management Cadre at All Levels, issued together with Decision 3169/QD-TLĐ in 2021, the work performance standards for members of the Executive Board of the Vietnam General Confederation of Labor are as follows:
2. Member of the Executive Board of the Vietnam General Confederation of Labor
Meets all the standards of the member of the Executive Board of the Vietnam General Confederation of Labor, and at the same time meets the following standards:
a) On work performance
- Has outstanding leadership, management, and creative thinking skills, and is bold in innovation; has a process of training and maturing from the practice of the labor movement, trade union activities, or Party work, state management, activities of political - social organizations at the central and local levels.
- Has a comprehensive view, has the ability to research, synthesize, analyze, and solve new problems; contributes to the collective leadership of the Executive Board of the Vietnam General Confederation of Labor, participates in building, issuing, and implementing the resolutions of the Executive Board, the Presidium of the Vietnam General Confederation of Labor successfully.

What are the leadership, management, and trade union work experience standards for the members of the Executive Board of the Vietnam General Confederation of Labor?
According to Point b, Clause 2, Article 3 of the Regulations on the Position Standards for Trade Union Leadership and Management Cadre at All Levels, issued together with Decision 3169/QD-TLĐ in 2021, the leadership, management, and trade union work experience standards for members of the Executive Board of the Vietnam General Confederation of Labor are as follows:
b) On leadership, management, and trade union work experience
- Personnel who are full-time officials at the departments and units under the Vietnam General Confederation of Labor, representatives of trade unions at the provincial and central industry levels must hold a position of director and have had time to participate in the Executive Board of the Vietnam General Confederation of Labor for at least 1 year (except for the case of the chairman of the labor federation at the provincial level is participating in the provincial party committee, city party committee; chairman of the central industry trade union and equivalent is participating in the party committee of the central industry, central level).
- Personnel at the ministries, departments, agencies, and central agencies must hold a leadership position of deputy director general or equivalent or higher.
- Personnel at the trade unions at the immediate superior level of the grassroots must be holding the position of chairman of the trade unions at the immediate superior level of the grassroots, is a member of the standing committee of the trade unions at the provincial and central industry levels; has participated in the Executive Board of the Vietnam General Confederation of Labor for at least 1/2 of the term or more.

According to Point d, Clause 1, Article 3 of the Regulations on the Position Standards for Trade Union Leadership and Management Cadre at All Levels, issued together with Decision 3169/QD-TLĐ in 2021, the age requirements for members of the Executive Board of the Vietnam General Confederation of Labor are as follows:
1. Member of the Executive Board of the Vietnam General Confederation of Labor
d) On age
- Personnel who are full-time trade union officials at all levels, grassroots trade union officials in administrative agencies, public service units, state-owned enterprises, personnel at ministries, departments, agencies, and central agencies must meet the requirements for the age of appointment and nomination as prescribed by the Party, the laws of the State, and the regulations of the Vietnam General Confederation of Labor.
- Personnel in non-state agencies, units, and enterprises are decided by the competent authority, but at the time of first nomination, the maximum age is 70 years old for men and 65 years old for women.
