Pursuant to Clause 4.a, Article 3 of the Regulations on the Qualifications for Leadership and Management Positions of Trade Union Cadres at All Levels, issued together with Decision 3169/QĐ-TLĐ in 2021, the Vice President of the Vietnam General Confederation of Labor has the following qualifications for work capacity:

4. Vice President of the Vietnam General Confederation of Labor

Meets the general qualifications of the framework of qualifications for positions of cadres under the management of the Central Committee, the Politburo, and the Secretariat, as stipulated by the Central Committee of the Communist Party of Vietnam, and also meets the following qualifications:

a) On work capacity

- Has a comprehensive understanding of the workers' movement and trade union activities; has the ability to direct the concretization and implementation of the Party's guidelines and resolutions, the laws of the State, the resolutions, programs, and plans of the trade union organization in the field, and the working area assigned to manage and be responsible for.

- Has the ability to propagate, mobilize, persuade, gather the masses, union members, and members, and supervise and reflect on society. Enthusiastic, exemplary, upholding the spirit of national unity. Has high experience and prestige in the Vietnam Trade Union Organization, among union members, workers, civil servants, and employees.

What are the qualifications for the experience of leadership, management and trade union work of the Vice President of the Vietnam General Confederation of Labor?

According to Clause 4.b, Article 3 of the Regulations on the Qualifications for Leadership and Management Positions of Trade Union Cadres at All Levels, issued together with Decision 3169/QĐ-TLĐ in 2021, the qualifications for experience in leadership, management, and trade union work of the Vice President of the Vietnam General Confederation of Labor are as follows:

4. Vice President of the Vietnam General Confederation of Labor

Meets the general qualifications of the framework of qualifications for positions of cadres under the management of the Central Committee, the Politburo, and the Secretariat, as stipulated by the Central Committee of the Communist Party of Vietnam, and also meets the following qualifications:

b) On experience in leadership, management, and trade union work

- Local personnel must have at least 1 year or more experience as a member of the Presidium holding the position of director of a department, head of a unit directly subordinate to the General Confederation, chairman of a central trade union and equivalent, and have been evaluated as having completed the task well.

- In case of external personnel, they must have at least 1 year or more experience in a leadership, management position at the level of director and equivalent or higher, or member of the provincial party committee, city party committee, central committee of the party directly subordinate or equivalent, and have been evaluated as having completed the task well.

What are the qualifications for the position of Vice Chairman of the Audit Committee of the Vietnam General Confederation of Labor?

At Clause 7, Article 3 of the Regulations on the Qualifications for Leadership and Management Positions of Trade Union Cadres at All Levels, issued together with Decision 3169/QĐ-TLĐ in 2021, the qualifications for the position of Vice Chairman of the Audit Committee of the Vietnam General Confederation of Labor are as follows:

7. Vice Chairman of the Audit Committee of the Vietnam General Confederation of Labor

Meets the requirements on the level of education, skills of the position of deputy director and equivalent under the Vietnam General Confederation of Labor according to the current regulations on the list of positions for civil servants of the Vietnam General Confederation of Labor; has the ability to advise the Chairman of the Audit Committee, the Executive Committee, and the Presidium of the Vietnam General Confederation of Labor on the work of inspection and supervision of the trade union organization; has the ability to lead, manage, direct the activities of the Audit Committee of the Vietnam General Confederation of Labor within the scope assigned and guide the activities of the audit committees of trade unions at all levels.
