What are standards for heads of agencies of the Vietnam General Confederation of Labour in terms of working capacity in Vietnam?
Pursuant to Point a, Clause 1, Article 7 Regulations on standards for positions of leadership and management cardes of trade unions at all levels issued together with Decision 3169/QD-TLD 2021 regulating standards for heads of agencies of the Vietnam General Confederation of Labour movement on working capacity is as follows:
1. Standards for heads of agencies of the General Confederation
Meets the standards of members of the Executive Committee, members of the General Confederation's Presidium and the qualifications and capacity requirements of the head of the committee and equivalent positions of the Vietnam General Confederation of Labour according to current regulations on the list of civil servant positions of the Vietnam General Confederation of Labour, and at the same time meet the following standards:
a) Regarding working capacity
- Ability to organize research and advise on the development of legal policies related to the legal and legitimate rights and interests of trade union members and workers.
- Have vision, development orientation, and have the ability to direct the construction and implementation of programs and tasks in the assigned field; Handle new situations that arise according to assigned tasks.
- Have the ability to effectively lead and direct the organization of scientific research to serve the implementation of the functions and tasks of the trade union organization related to the assigned field of responsibility.
- Have the ability to unite officials, civil servants and workers in the board and equivalent; Organize and coordinate with relevant departments, units and individuals to well perform assigned tasks.

What are standards of qualifications and experience in leadership, management and union work for heads of agencies of the Vietnam General Confederation of Labour?
According to Point b and Point c, Clause 1, Article 7, Regulations on standards for positions of leadership and management cardes of trade unions at all levels issued together with Decision 3169/QD-TLD 2021 regulating heads of agencies of the Vietnam General Confederation of Labour have the following qualifications, experience in leadership, management and trade union work:
b) Regarding qualifications
- Graduated from university or higher, with a major suitable to the requirements of the job position.
- Advanced level of political theory or bachelor of politics; Certificates in foreign languages, information technology, and state management according to regulations.
- Conditions and qualifications standards according to specialized regulations (if any).
c) Regarding experience in leadership, management and trade union work
- For on-site human resources, they must have held the position of deputy head of the department for at least 1 year and be evaluated for successfully completing their tasks.
- Human resources from other places must have appropriate expertise and skills; Have held the position of deputy director or equivalent or higher for at least 1 year at central ministries and agencies; Heads of departments, branches, branches, and organizations at the provincial level and are assessed to have completed their tasks well.

In Clause 2, Article 7, Regulations on standards for positions of leadership and management cardes of trade unions at all levels issued together with Decision 3169/QD-TLD 2021, stipulating standards for Deputy Heads of agencies of provincial-level Vietnam General Confederation of Labour as follows:
2. Deputy head of the General Confederation agency
Meet the qualifications and capacity requirements of the position of deputy head and equivalent of the Vietnam General Confederation of Labour according to current regulations on the list of civil servant positions of the Vietnam Federation of Labor, at the same time meets the following standards:
a) Have working capacity and qualifications meeting the standards prescribed in Points a and b, Clause 1 of this Article.
b) Regarding leadership, management and union work experience
- For human resources in department-level departments, there must be 01 year or more as a department head, or 02 years or more as a deputy department head and be evaluated for successfully completing tasks.
- For human resources working in departments without department level, must have 05 years or more of professional work in the field to be appointed and be evaluated for successfully completing tasks, in which, the most recent year was evaluated for excellent completion of the task.
- Human resources from other places must have appropriate expertise and skills; Have 01 year or more holding the position of department head in ministries, branches, agencies and units at the central level; deputy department, department, branch, and mass organizations at the provincial level and are evaluated for completing their tasks well.
