What are regulations on simplification of administrative procedures for issuing a certificate of practice for bidding activities in Vietnam?

Pursuant to Section I.1 of the Plan to Reduce and Simplify Regulations Related to Business Activities within the scope of the Ministry of Planning and Investment's Management issued together with Decision 1505/QĐ-TTg in 2022 stipulating simplification of administrative procedures for issuing a certificate of practice for bidding activities in Vietnam as follows:

Administrative Procedure 1: Issuing a Certificate of Practice for Bidding Activities (2.000124)

a) Content of simplification: Abolish the regulation that individuals participating in bidding activities belonging to professional bidding organizations and bidding consulting units must have a certificate of practice.

Reasons:

- According to current legal regulations, bidding is not a conditional business line.

- Abolishing the regulation on professional certificates will help to reduce the time and costs for individuals and organizations in implementing the procedures and procedures for taking examinations and issuing professional certificates.

- The determination of whether an individual meets the requirements for conducting bidding activities or participating in bidding consulting can be done by the service user to consider and decide.

b) Implementation proposals:

- Amend Article 16 of the Bidding Law.

- Implementation schedule: 2022-2023.

Administrative Procedure 2: Reissuing a Certificate of Practice for Bidding Activities (2.002246)

a) Content of simplification: Abolish the regulation that individuals participating in bidding activities belonging to professional bidding organizations and bidding consulting units must have a certificate of practice.

Administrative Procedure 3: Revoking a Certificate of Practice for Bidding Activities (2.002247)

a) Content of simplification: Abolish the regulation that individuals participating in bidding activities belonging to professional bidding organizations and bidding consulting units must have a certificate of practice.
